External Affairs Minister S Jaishankar on July 27 held a meeting with leaders from several nations, including Russia, the European Union, Türkiye, South Korea, Singapore, Brunei, and New Zealand and discussed various aspects of bilateral collaboration with them on the sidelines of the ASEAN summit, which is taking place in the capital of the Laos People’s Democratic Republic.

Mr. Jaishankar met his Hakan Fidan, his counterpart from Türkiye, and the two leaders discussed bilateral ties and exchanged views on regional and global issues.

In a post on X, Mr. Jaishankar said that discussed bilateral ties and exchanged views on regional and global issues with his Turkish counterpart on the sidelines of ASEAN meetings in Vientiane.

The Russian Ministry of Foreign Affairs, in a post on X, noted that Russian Foreign Minister Sergey Lavrov and Mr. Jaishankar met on the sidelines of the event, attaching a picture of the two ministers.

Mr. Jaishankar also held a bilateral meeting with his counterpart from South Korea and had a wide-ranging conversation on Special Strategic Partnership. “Our shared convergences in the Indo-Pacific region is also opening new avenues of cooperation,” he posted on X.

He also met the High Representative of the European Union for Foreign Affairs and Security Policy/Vice-President of the European Commission. In a post on X, he said they discussed ways that India and the European Union could augment partnership in trade, clean energy transition and advanced technologies. “Exchanged perspectives on regional and global issues. Thank HRVP Borrell for his friendship and staunch support for strengthening India-EU ties,” he said in the post.

He also met and had great conversations with his counterpart and “dear friend” from Singapore Vivian Balakrishnan. “Great conversation with dear friend FM @VivianBala of Singapore. Thank Singapore for steering ASEAN-India relations in the last three years as Country Coordinator. We spoke about creating a new agenda for our bilateral ties. Also appreciated his thoughts on the current geopolitical situation,” Jaishankar posted on X.

He also met his Indonesian counterpart. “Always good to see my friend FM @Menlu_RI of Indonesia. Congratulated her on a great stint as Foreign Minister. Her contribution towards India-Indonesia and India-ASEAN relations are notable. Enjoyed working with her during our G20 Presidencies.” Jaishankar also met his Malaysian counterpart.

“A warm conversation with Malaysian FM @tokmatn9 today in Vientiane. Discussed ongoing initiatives in our bilateral relationship. Look forward to enhancing our ties in the second decade of our Enhanced Strategic Partnership,” Jaishankar posted on X.

Jaishankar held a bilateral meeting with his counterpart from New Zealand, Winston Peters, also the country’s deputy prime minister.

“Always enjoy meeting DPM & FM @winstonpeters of New Zealand. Discussed education, agriculture technology, Pacific Islands & cricket,” Jaishankar said in a post on X.

Jaishankar also held a meeting with his counterpart from Brunei, Dato Haji Erywan. The two leaders launched the logo, celebrating 40 years of diplomatic relations between India and Brunei. “Confident that our warm and friendly ties will prosper further,” Jaishankar said.

For the second time this month, External Affairs Minister S. Jaishankar met his Chinese counterpart Wang Yi, with the two leaders highlighting the need to resolve the four-year-old military stand-off at the Line of Actual Control (LAC) with “purpose and urgency”.

The meeting was among the first few bilateral meetings the External Affairs Minister had after landing in Vientiane, Laos for a number of ASEAN-related meetings (July 25-27), and comes three weeks after the two Ministers held talks on the sidelines of the SCO summit in Kazakhstan, in a signal that New Delhi and Beijing are fast-tracking their efforts to resolve the LAC issue.

“Their talks focused on finding an early resolution of the remaining issues along the Line of Actual Control (LAC) to stabilise and rebuild bilateral relations,” the External Affairs Ministry said in a statement.

Stressing the “exceptional significance” of India and China as the “two most populous nations and among the two key economies of the world”, Mr. Jaishankar said stable bilateral ties were necessary between them.

“Our ability to ensure that they are stable and forward-looking is essential both for the prospects of Asia and that of the multipolar world. There are also issues on which our interests converge,” Mr. Jaishankar told Mr. Wang in preliminary comments before their talks.

Both sides decided that an “early meeting” of the Working Mechanism on Consultation and Coordination on India-China Border Affairs (WMCC) that includes External Affairs Ministry, border, and military officials would take discussions forward, the External Affairs Ministry said in its statement.

The two Ministers met for the fourth time in the past 12 months, and have been making a concerted push for complete disengagement of troops.

‘Respect the LAC’

While the two sides had earlier achieved disengagement on several flashpoints from 2020-2022, several rounds of WMCC and border commander talks have yielded no further breakthrough, which hinges on the PLA withdrawing from positions at the Demchok and Depsang sectors. In March, the WMCC grouping held its 29th meeting in Beijing.

Mr. Jaishankar said he hoped the meeting on Thursday would allow them to “give stronger guidance” to officials to complete the disengagement process which had “cast a shadow” over India-China ties.

He also said that both sides must ensure respect for the LAC and for past agreements, indicating that agreements from the 1990s on managing the boundaries are still relevant for India in resolving the military stand-off that began in April 2020, when the Chinese PLA transgressed along the LAC, leading to deadly clashes in Galwan.

The talks came amid speculation that the government is considering relaxing some of its economic restrictions on Chinese companies, fuelled by the Economic Survey released before the Budget this week that specifically favoured encouraging more Foreign Direct Investment (FDI) from China.

On Thursday, the Chinese Embassy in Delhi also posted a video on its social media handles calling for India to take steps towards easing economic and business ties, citing falling FDI numbers, tourist footfall, as well as the lack of direct flights between the two countries.

African Union to join G-20, as Sherpas reach a deal

The African Union (AU) is set to join the G-20 as negotiators agreed on clearing its membership, according to sources privy to the discussions at the Sherpa meeting at a resort on the outskirts of Delhi. This will mean the 55-member AU will join the European Union as the only two regional bodies in the G-20. While it still unclear whether the G-20 will be renamed as the “G-21” after the induction of the AU, Indian officials said the announcement would help “leave a lasting imprint” of the work the Indian Presidency has done in bringing in the Global South’s ambitions to the economic grouping.

India keen on having Quad leaders as Chief Guests for 2024 Republic Day parade

India is discussing the possibility of inviting leaders of the Quad grouping, comprising of India, Australia, Japan and the U.S., to the Republic Day parade on January 26, diplomatic sources confirmed. While the city is all set to host the G-20 Summit, street vendors say the authorities have forced thousands of them to vacate public space over the past month. Shri Ram, a member of the town vending committee (TVC) of the Municipal Corporation of Delhi (MCD), told The Hindu that around 50,000 people have been displaced. The TVC, which comprises representatives from the civic body, police, and street vendors, is responsible for assigning designated zones to the vendors.

Hopes of a return to democracy in junta-ruled Myanmar are being crushed by “systematic repression”, United Nations Secretary-General Antonio Guterres said on September 7 at a summit in Indonesia with the United States, China and regional leaders.

Myanmar has been ravaged by deadly violence since a 2021 military coup ousted Aung San Suu Kyi’s government, unleashing a bloody crackdown on dissent.

“Brutal violence, worsening poverty, and systematic repression are crushing hopes for a return to democracy,” Mr. Guterres said before a meeting with the Association of Southeast Asian Nations (ASEAN), of which Myanmar is a member.

“The situation is untenable.”

The junta was not in attendance after being barred from attending ASEAN summits until it implements a five-point peace plan agreed two years ago.

Mr. Guterres said the crisis has “further deteriorated” in the past year and said in an earlier speech the world was witnessing an “enormous tragedy”.

Before his meeting with ASEAN leaders, he repeated a call for Myanmar’s military authorities to free detained leaders and political prisoners and return to democratic rule.

Deposed civilian leader Ms. Suu Kyi is among those still in detention.

Mr. Guterres also said the conditions for the safe return of Rohingya refugees who fled Myanmar in 2017, many of them to neighbouring Bangladesh, during a brutal military crackdown “are not yet in sight”.

Myanmar is facing genocide accusations at the United Nations’ top court following the mass exodus.

Leaders at the ASEAN summit on Tuesday called on Myanmar’s military rulers to “de-escalate violence and stop targeted attacks on civilians”, a statement the junta condemned as “one-sided”.

Myanmar has also been replaced as ASEAN’s rotating chair in 2026 by the Philippines.

An Indonesian official, who declined to be identified, said “they are still isolated, ASEAN does not trust them”.

Mr. Guterres welcomed efforts to resolve the crisis under the five-point peace plan but the junta has largely ignored it.

In a wide-ranging speech earlier at the summit, he called on world leaders to “turn up the heat” on action to solve the global climate crisis.

It came a day after he said “climate breakdown has begun” after the EU monitoring body said 2023 was likely to be the hottest year in human history.

40 injured in protest over Army barricade in Manipur

More than 40 people were injured in a stampede at Manipur’s Bishnupur district on Wednesday as security forces fired tear gas shells to disperse over 10,000 people who had converged to demand the removal of an Army barricade. A defence source said the stand-off continued through the day. Armed miscreants fired at the Central security forces and a mob threw stones at them. Three personnel of the Rapid Action Force (RAF), a specialised anti-riot force, were injured in the incident. 

Won’t let INDIA bloc seat-sharing talks become media spectacle: SP leader 

The Samajwadi Party (SP) won’t allow seat-sharing negotiations in Uttar Pradesh to become a media spectacle, said party leader Javed Ali Khan, who is part of the INDIA bloc’s 14-member coordination committee. Prime Minister Narendra Modi arrived in Indonesia on Thursday morning to attend the ASEAN-India and the East Asia summits during which he will discuss the future contours of India’s partnership with the countries in the strategically important region.

Ahead of his departure from New Delhi, PM Modi said that the comprehensive strategic partnership between India and the ASEAN has injected new dynamism into the group’s ties with New Delhi.

In Jakarta, PM Modi will attend the ASEAN-India Summit and will take part in the East Asia Summit.

Immediately after the meetings, he will return to Delhi, where India is hosting the G20 Summit on September 9 and 10.

“Engagement with ASEAN is an important pillar of India’s ‘Act East’ policy,” PM Modi said in his departure statement.

“I look forward to discussing with ASEAN leaders the future contours of our partnership, which has now entered its fourth decade. Engagement with ASEAN is an important pillar of India’s ‘Act East’ policy. The Comprehensive Strategic Partnership entered into last year has injected new dynamism in our ties,” he said.

After the ASEAN-India Summit, the prime minister will attend the 18th East Asia Summit.

“This forum provides a useful opportunity to deliberate on issues of importance to the region including food and energy security, environment, health, and digital transformation. I look forward to exchanging views with other EAS Leaders on practical cooperation measures to collectively address these global challenges,” he said.

Indonesia warned on September 5 against Southeast Asia’s bloc getting dragged into big-power rivalry as leaders gathered for a summit seeking to dispel worry about rifts over peace efforts in Myanmar and to reaffirm the relevance of their disparate group.

Indonesian President Joko Widodo, opening a summit of the 10-member Association of Southeast Asian Nations (ASEAN), called on the group to devise a “long-term tactical strategy that is relevant and meets people’s expectations”.

“ASEAN has agreed to not be a proxy to any powers. Don’t turn our ship into an arena for rivalry that is destructive,” Mr. Widodo said.

“We, as leaders, have ensure this ship keeps moving and sailing and we must become its captain to achieve peace, stability, and prosperity together.”

Founded at the height of the Cold War in the 1960s to oppose the spread of communism, the politically diverse grouping prioritises unity and non-interference in members’ internal affairs.

But critics say that has limited its scope for action when it comes to handling issues like fellow member Myanmar, where violence rages two years after the military seized power in a 2021 coup.

ASEAN has banned Myanmar’s military leaders from its high-level meetings but differences have emerged with Indonesia attempting to engage all sides to push an ASEAN peace plan and Thailand trying to engage Myanmar’s military leaders.

Malaysia called on Monday for “strong” measures against the generals saying they had created “obstacles” to the ASEAN peace plan.

‘Reassert Relevance’

Former Indonesian foreign minister Marty Natalegawa said the bloc must adapt to challenges or risk oblivion.

“Obituaries on ASEAN actually have been written many times over, but somehow all those times, ASEAN has been able to reinvent itself and reassert its relevance. I feel today we are at one of those junctures,” he told an ASEAN business forum on Sunday.

China and its sharpening rivalry with the United States also loom over the meeting.

Some ASEAN members have focused on developing close diplomatic, business and military ties with Beijing while others are more wary.

The summit comes days after China released a “10-dash line” map, illustrating its claim to an extensive portion of the South China Sea that will likely add urgency to negotiations on a long-delayed code of conduct in the strategic waterway.

ASEAN member states Malaysia, Vietnam and the Philippines, which have overlapping claims in the South China Sea, have rejected China’s map.

Later this week, ASEAN leaders will hold an East Asia summit, a wider forum that includes China, India, Japan, Russia and the United States.

Adding to unease about ASEAN’s relevance, U.S. President Joe Biden is not attending the talks. Vice President Kamala Harris will attend instead. Chinese Premier Li Qiang will also attend.

Prime Minister Narendra Modi will travel to Indonesia for a two-day visit to attend the 20th ASEAN-India Summit and the 18th East Asia Summit (EAS) on September 6-7, the External Affairs Ministry said on Saturday.

PM Modi will be in Jakarta at the invitation of the President of Indonesia, Joko Widodo.

The Prime Minister’s visit to Indonesia comes ahead of the G20 Summit to be held in New Delhi on September 9-10 under India’s Presidency this year. Indonesia is part of the G20 ‘troika’ as it had the presidency of the grouping last year.

The forthcoming ASEAN-India Summit will be the first Summit since the elevation of ties between India and the Association of South East Asian Nations bloc of countries to a Comprehensive Strategic Partnership in 2022.

The foreign ministry said that the the Summit will review the progress of India-ASEAN relations and chart the future direction of cooperation.

According to a statement, the East Asia Summit would provide an opportunity for leaders of ASEAN countries and its eight dialogue partners, including India, to exchange views on issues of regional and global significance.

In August, ASEAN-India Economic Ministers met in Indonesia and the main agenda of this year’s meeting was the timely review of the ASEAN-India Trade in Goods Agreement (AITIGA) which was signed in 2009.

A joint committee agreed to a regular, quarterly schedule of negotiations, which would conclude the review of the ASEAN-India FTA in 2025.

In 2018, Prime Minister Narendra Modi visited Jakarta at the invitation of Indonesian President Widodo. During this visit, both leaders agreed to strengthen cooperation in all areas by establishing a New Comprehensive Strategic Partnership to take the bilateral relationship between Indonesia and India into a new era.
