Tax authorities in Bangladesh on Monday (August 19, 2024) decided to unfreeze the bank accounts of Bangladesh Nationalist Party Chairperson Khaleda Zia, 17 years after banks were ordered to block them.

The National Board of Revenue (NBR) has instructed banks to unfreeze the accounts of BNP Chairperson Zia, the Daily Star newspaper reported.

In August 2007, the NBR’s Central Intelligence Cell directed banks to freeze the accounts of the BNP Chairperson, who has been elected Bangladesh’s prime minister twice since 1990.

The decision was based on a recommendation of a panel formed during the then Army-backed caretaker government, said a senior official of the NBR.

Since then, her accounts have remained blocked. The BNP has on several occasions demanded that they be unfrozen.

The latest move comes after a mass uprising toppled Sheikh Hasina, a long-time rival of Khaleda, on August 5, ending the Bangladesh Awami League’s 15-year rule. An interim government led by Nobel laureate Muhammad Yunus was sworn in on August 8.

Ms. Zia, 79, was released from jail after Hasina, 76, fled to India on August 5.

Ms. Zia served as the prime minister of Bangladesh from March 1991 to March 1996, and again from June 2001 to October 2006.

The NBR said they received an application from Khaleda’s lawyer seeking to unfreeze the accounts.

“As there are no tax-related issues pending investigation relating to her, we have advised banks to unlock all her accounts. We have asked them to take immediate action and provide a compliance report,” the official was quoted as saying.

The United States is in touch with India and other countries in the region regarding the situation in Bangladesh and is seeking an end to the violence there, a State Department official has said here.

“I’m not going to get into private diplomatic discussions but we continue to push for an end to violence in Bangladesh, accountability and for the respect for rule of law,” US State Department Deputy Spokesperson Vedant Patel said at his daily news conference on Wednesday.

He was responding to a question regarding the communication between India and the US on the situation in Bangladesh following the collapse of the Sheikh Hasina government.

“We have been in touch with our Indian partners as well as other countries in the region to discuss recent events in Bangladesh,” Patel said.

He also welcomed Bangladesh’s Chief Adviser Muhammad Yunus’ statement, calling for calm and an end to the recent violence. “We welcome the new government’s focus on restoring security and protection of members of minority communities as well,” Patel said.

Meanwhile, the Hindu American Foundation on Wednesday urged the White House to act to protect the minority Hindu community in Bangladesh.

Biden’s silence questioned

“Latest reports are that the President (Joe Biden) is not commenting on the plight of Bangladeshi Hindus despite continuing reports of attacks,” the foundation said.

“Demand Action Now! The silence from President, Vice President and Secretary Blinken on the atrocities against #BangladeshiHindus is unacceptable. Lives lost, homes & temples destroyed—yet no condemnation from our US government,” it said in a post on X.

Washington-based NGO HinduACTion claimed that Hindus in rural areas of Bangladesh are being targeted the most.

“Their remoteness allows the Islamists more freedom and time to target them. Now that Mohammad Yunus is the new caretaker leaders, should the Vice President and the State Department work towards enabling grassroots education and awareness that ensures that the country’s Madrassa curriculum and the public discourse is purged of its anti-Hindu theological content.

“We hope the president and his advisors realize that if Bangladesh loses the last eight per cent of its Hindus, it will be a Taliban state with a lot of tree canopy cover,” it said on X.

Nobel laureate Muhammad Yunus – who last week took oath as head of Bangladesh’s interim government – has heaped praise on students who spearheaded protests against ousted Prime Minister Sheikh Hasina. “There is no doubt… because of the student-led revolution the whole government collapsed…” Mr Yunus told reporters after a Sunday night meet with the students.

“I said (to the students), ‘I respect you… I admire you. What you have done is absolutely unparalleled… and because you ordered me to do this (to take charge of the interim administration) I accept…’,” Mr Yunus said, recounting part of the conversation he had with the students.

Two of the student protesters – Nahid Islam and Asif Mahmud – are part of a 16-member advisory council that was sworn in with Mr Yunus. The 84-year-old won the 2006 Nobel Peace prize for his work in microfinance and setting up the Grameen Bank, which works for community development.

Mr Yunus has also stressed the wave of resignations of high-ranking public officials, including the Chief Justice of the Supreme Court and head of Bangladesh’s central bank, was “conducted legally”.

They had reportedly been issued ultimatums to quit.

“They want to have a new court,” he said of the students. “So they went there and asked the chief justice to resign and put their pressure to make him resign.”

“I’m sure they will find the legal way to justify all of this, because legally… all the steps were followed,” he said. His office only agreed to publish these quotes Monday evening.

“The Monster Is Gone”

“Finally, this moment, the monster is gone,” Mr Yunus also said, referring to Ms Hasina’s departure and the end of what her critics said was an autocratic rule that stifled all dissent. 

However, Mr Yunus warned the interim government that public goodwill is a limited resource and that they would face many difficult decisions ahead. “The moment you start taking decisions, some people will like your decisions, some people will not like your decisions,” he said. “…that’s the way it works.”

Interim Bangladesh Government

The interim government was formed after Bangladesh witnessed weeks of violence and clashes – triggered by protests over a jobs quota – forced Ms Hasina, a five-time PM, to resign and flee.

Sheikh Hasina left the Prime Minister’s residence in Dhaka – hours before it was overrun – and flew to India in a Bangladeshi military aircraft. The 76-year-old, seen as a key ally of New Delhi, remains in an undisclosed location amid reports she will seek political asylum, possibly in the United Kingdom.

Following Ms Hasina’s departure Md Yunus – who faced multiple corruption charges under the previous government and was in Europe while Sheikh Hasina was in power – was picked by the protesting to oversee democratic reforms.

His first act after being administered an oath of office – and taking the title of ‘chief advisor’ – was to lead a solemn tribute to the more than 450 people who died in the protests.

It is unclear when Bangladesh will hold an election to select a new Prime Minister. Whenever that is, Mrs Hasina is likely to return to contest, her son, Sajeeb Wazed Joy told The Times of India. “She will go back to Bangladesh the moment the interim government decides to hold an election,” he said.

With the change of guard in neighbouring Bangladesh, the Indian government now faces a diplomatic dilemma, even as China was also swift to welcome Dhaka’s new authorities, saying it “attaches importance to the development” of relations.

Day after protests in Bangaldesh forced Sheikh Hasina to resign as the prime minister, students have now targeted the Supreme Court and are demanding the resignation of all judges, including the Chief Justice.

Hundreds of protesters, largely comprising students, have surrounded the Bangladesh Supreme Court, demanding the immediate resignation of Chief Justice. The situation escalated rapidly, with reports suggesting the Chief Justice may have fled the premises.

The protests were sparked by a full-court meeting called by the Chief Justice without consulting the newly formed interim government. Student protestors alleged that the judges of the court are part of a conspiracy, prompting outrage and demands for accountability.

As tensions mounted, the scheduled full-court meeting was abruptly called off. Protestors, undeterred, continued to besiege the Supreme Court, giving the Chief Justice a one-hour ultimatum to step down.

Chief Justice Obaidul Hassan has agreed to resign “in principle” after an ultimatum to do so from protesters, broadcaster Jamuna TV reported. He was appointed to helm the Supreme Court last year and is seen as a loyalist to ousted premier Sheikh Hasina

The fresh protests come days after a student-led uprising against government hiring rules resulted in Nobel peace prize winner Muhammad Yunus taking charge of a caretaker government.

At least 450 people were killed in more than a month of deadly protests that ended the autocratic rule of 76-year-old prime minister Sheikh Hasina.

Hasina faces allegations of murder, forced disappearance, money laundering and corruption, and must face the law, Amir Khosru Mahmud Chowdhury, a senior member of Bangladesh Nationalist Party said.

Hasina, one of Asia’s longest-serving leaders, resigned and fled Bangladesh on August 5 under pressure from millions of protesters who had taken to the streets for weeks to demand she step down.

An interim government was appointed in Bangladesh Thursday, led by Nobel Prize-winning economist Muhammad Yunus. Under the constitution, an election needs to be called within 90 days, although Yunus, the military – which backs the interim government – and the president haven’t commented on when elections will be held.

Bangladesh Prime Minister Sheikh Hasina quit this week and fled the country after violent protests demanding her resignation.

Ms Hasina, who started her fifth term as Prime Minister earlier this year, left the capital Dhaka in a military aircraft and landed in India.

Her shocking exit has now impacted the trade between India and Bangladesh, which had grown during her tenure.

Movement of trucks carrying goods between India and Bangladesh at the Changrabandha border check post in West Bengal’s Cooch Behar district has almost come to a standstill.

“We estimate that about $300 million worth of export trade has been affected due to the political crisis in Bangladesh. We export about $30 million to Bangladesh every day,” Ajay Sahai, the Director-General of the Federation of Indian Export Organizations (FIEO) said.

Bangladesh, notably, is India’s biggest partner in the subcontinent, while Delhi is Dhaka’s second biggest partner in Asia after China.

Bangladesh is also the fourth largest export destination for India.

“Export has come to a standstill. Many trucks are stuck and even the movement of people with visas has minimised now,” Dhiraj Guha, an Indian exporter, said.

“Indian import is happening but export is completely stalled and many of our trucks are stuck,” another businessman said.

The political crisis in Bangladesh may also stall a potential free trade agreement between the two countries, which began in October last year.

Local Businesses “Hit Hard” Due To Bangladesh Crisis

Local businesses in the Indian states along the border have also taken a hit due to the crisis in Bangladesh.

Shopkeepers, transporters, and money changers are reporting over 80 percent decline in their businesses.

“The movement of people across the border is decreasing with every passing day. We have been sitting the whole day and are not getting any passengers to ferry to the nearest station,” Sanjay Das, an auto rickshaw driver at the international border check post in Petrapole in the Bagaon district of West Bengal, said.

“Our business has been hit hard,” he added.

The business has also slumped at the Akhurah-Agartala border check post in Tripura, a major India-Bangladesh border trade point.

“Earlier, we used to receive 15 trucks of fish imports daily. Other items would range from about 35 trucks. But today, only one truck of fish and two trucks of other items have entered. There is almost no trade happening and it is hurting us financially,” Titan Das, a good handler, said.

Tripura Chief Minister Manik Saha, however, said he doubts that this will “stay for long”.

Accusing Prime Minister Sheikh Hasina of a “personal political vendetta” against her predecessor and political rival Khaleda Zia, a senior leader from her party on June 23 claimed she is on her “deathbed” as she has been deprived of advance medical treatment abroad.

A report in The Daily Star said that Ms. Zia, 78, was rushed to Evercare Hospital here in an ambulance around 3:30 a.m. on Saturday as she suddenly fell ill at her residence, ‘Firoza’ in Gulshan.

Ms. Hasina’s action is a result of “personal political vendetta,” Bangladesh Nationalist Party (BNP) Secretary General Mirza Fakhrul Islam Alamgir alleged and said, “It’s our misfortune that our leader Khaleda Zia is now in critical condition on her deathbed without receiving any (necessary) medical treatment (abroad).” She was quickly admitted to the CCU, where her medical treatment began under the supervision of a medical board.

The BNP leader further alleged that Ms. Zia has been imprisoned for a long period due to the vindictiveness of the current “oppressive fascist” government, the news portal said.

Ms. Zia, who was the prime minister from 1991 to 1996 and then again from 2001 to 2006, fell ill while staying in Old Dhaka Central Jail, but no medical treatment was provided to her there, he said.

“Although she was allowed to stay at home, she is actually under complete confinement and remains imprisoned,” he said.

“The BNP chief complained repeatedly, but the government did not pay heed and did not provide her with medical care. Later, when she was taken to the hospital (by the jail authorities), she did not receive any proper treatment there either,” Alamgir said.

“The medical board has consistently stated that treating Khaleda’s illness here in Bangladesh is not possible, she requires treatment at a multidisciplinary hospital in a developed country,” Alamgir said.

“But Sheikh Hasina out of her personal political vendetta has denied Khaleda access to better medical treatment to kill her and to remove her from politics,” he alleged.

Dhaka:

Bangladesh has begun evacuating millions of people ahead of Cyclone Remal, which is expected to bring winds as fast as 130 kmph when it makes landfall.

The cyclonic storm in the Bay of Bengal is poised to cross the country’s coastlines between Sunday evening and midnight, Xinhua news agency reported.

Bangladesh Meteorological Department on Sunday warned of the danger of flooding, landslides and a storm surge.

The great danger signal No. 10 has been sounded for the country’s coastal districts and seaports, where fishing boats, trawlers and maritime vessels have been advised to remain in shelter till further notice.

At 9.00 a.m. local time Sunday, the cyclone was centred 295 km south of Bangladesh’s Mongla port in the southern Khulna region and 380 km southwest of Chattogram port in southeastern Bangladesh, said the bulletin signed by Kh Hafizur Rahman, a meteorologist at BMD.

Bangladeshi State Minister for Disaster Management and Relief, Md Mohibur Rahman, told Xinhua that at least 8,00,000 people from the ten most vulnerable districts have already been evacuated to shelters.

He said Bangladesh’s navy, coast guard, police, voluntary organisations and political parties were supporting the ongoing massive evacuation efforts.

Television footage showed widespread flooding in the low-lying areas of coastal districts.

Due to the peripheral effect of the severe cyclone and steep pressure gradient, the low-lying areas of the coastal districts of Khulna and Chattogram are likely to be inundated by a wind-driven surge of 8-12 feet height above normal astronomical tide, reads the bulletin.

Bangladesh Inland Water Transport Authority has suspended operations of all types of river vessels on all inner routes. Authorities of Chattogram Seaport have ordered to stop unloading of cargo at the outer anchorage and asked all the vessels anchored there to go to the deep sea.

Shah Amanat International Airport in Chattogram has suspended its flight operation for eight hours from Sunday afternoon.

In 2007, Cyclone Sidr hit the country’s southwestern coastal belt, leaving more than 4,000 people dead or missing.

Bangladesh Prime Minister Sheikh Hasina’s daughter, Saima Wazed, was on Wednesday nominated as the next Regional Director for the World Health Organization’s South-East Asia region.

She defeated Shambu Acharya, a public health veteran from Nepal, in a vote held here during the 76th session of the WHO Regional Committee for South-East Asia Region. 

Bangladesh, Bhutan, DPR (North) Korea, India, Indonesia, Maldives, Nepal, Sri Lanka, Thailand, and Timor-Leste — 10 of the 11 member countries — took part in the vote. Myanmar did not send a delegation to the meeting. 

The nomination will be submitted to the WHO Executive Board during its 154th session, which is scheduled to take place on January 22-27 in Geneva, Switzerland, the WHO regional office said in an official communication.

The newly appointed Regional Director will take over from the present incumbent, Poonam Khetrapal Singh, on February 1.

Ms. Wazed, in a statement, said the WHO South-East Asia Region was home to over two billion people — more than a quarter of the people of the planet — and that the region represented a diversity with often differences existing within the boundaries of single member states themselves. She said that her priority areas of work would include universal health coverage (UHC), emergency response and pandemic preparedness, collaboration and partnerships (regional and multi-sectoral), and mental health.

“We will work to promote community-based mental healthcare services in member countries, encourage prevention and promotion in mental health while expanding efforts to include mental health in the public health agenda,” Ms. Wazed said.

Reacting to the result, Swarup Sarkar, former Director of WHO SEARO, said the election demonstrated the collective resolve of member states to move forward with the vision set out by Ms. Wazed.

“As a former WHO staff, I would look forward to a stronger, responsive, and responsible WHO working at the global, regional and country levels, on the principle of one WHO and more participation of civil society at all stages of WHO work,” he said.

Dhaka:

Bangladeshi police clashed on Tuesday with thousands of garment workers demanding fair wages for the clothing they make for major Western brands, a day after similar protests left at least two people dead. Police said tens of thousands of workers at dozens of factories had launched strikes in Ashulia and Gazipur, the country’s largest industrial city, with authorities firing tear gas and rubber bullets as crowds smashed up factories and blocked roads.

Gazipur alone is home to more than a thousand plants that make clothing for brands such as H&M and Gap.

“Workers hit the streets as their salaries can no longer cover rising food expenses,” said Al Kamran, a senior garment union leader in Ashulia.

Bangladesh is one of the world’s largest garment exporters, with the industry accounting for 85 percent of the South Asian country’s $55 billion in annual exports.

But conditions are dire for many of its four million apparel workers.

“Some 15,000 of the workers joined protests for a wage hike at separate places in Ashulia,” Mahmud Naser, deputy police chief of the Ashulia industrial area, told AFP.

Union leader Kamran disputed those figures, reporting some 50,000 workers had downed tools in Ashulia alone, with soaring prices a key driver.

The cost of some basic foodstuffs, like potatoes and onions, had more than doubled since last year, Kamran said.

“House rents have also spiked. The only thing that has not increased is salaries.” 

Taslima Akter, the head of the Garment Sramik Samhati union, has said the compensation manufacturers are offering is “less than what a worker got in 2017” once inflation and currency depreciation were taken into account.

Police said protesters had set fire to tyres, broken windows at factories and blocked a key highway connecting the industrial area with the capital Dhaka.

Officers responded by firing “rubber bullets and tear gas”, said Naser, the deputy chief in Ashulia, adding there were no reports of injuries.

The protests erupted early last week, but violence escalated on Monday when tens of thousands left their shifts and staged protests in Gazipur, where a six-storey factory was torched by workers, leading to the death of one labourer. 

Another worker was killed during clashes between police and protesters.

Bangladesh is home to around 3,500 garment factories making clothing for some of the world’s largest retailers and brands, but the basic monthly wage for workers is just 8,300 taka ($75).

Unions said the workers vented their anger on the streets after the powerful manufacturers’ association offered a 25 percent raise, ignoring demands for a new monthly minimum basic wage of 23,000 taka — nearly a threefold increase.

The South Asian country of nearly 170 million has overtaken its neighbour India in per capita income, with the garment industry at the centre of its impressive growth over the past two decades.

But wage protests pose a major challenge to Prime Minister Sheikh Hasina, who has ruled the country with an iron fist since 2009. A resurgent opposition has challenged her rule as she readies for elections due before January.

Her government set up a panel this year to set a new minimum wage.

Unions say that garment factory owners — who include ministers and influential lawmakers — have played a role in fixing the minimum wage during past negotiations.

At least 13 people were killed and several others injured on October 23 when a passenger train collided with a freight train in Bangladesh, officials said.

The accident took place when the passenger train headed from Kishoreganj to Dhaka collided with the freight train around 4:15 pm.

Thirteen bodies have been found so far, bdnews24 reported, citing a police official at the Bhairab Railway Station.

Several people were trapped under the damaged coaches, the news portal said.

“An initial report said that the freight train crashed into the Egaro Sindhur from behind, striking two of the carriages,” said Anowar Hossain, superintendent of Dhaka Railway Police.
