MK Stalin said Cyclone Fengal caused “unprecedented” devastation in the state.

New Delhi:

The Central government has approved the release of Rs 944.8 crore to the Tamil Nadu government as two installments of central share from the State Disaster Response Fund (SDRF) to help it provide relief to people affected by cyclone Fengal, the Home Ministry said in an official statement.

Under the leadership of Prime Minister Narendra Modi and the guidance of Union Home Minister Amit Shah, the government stands shoulder to shoulder with the states affected by natural calamities in mitigating the hardship faced by people, the statement said.

The Ministry of Home Affairs (MHA) has approved the release of Rs 944.8 crore to the Tamil Nadu government as both the installments of central share from the SDRF to help the state in providing relief assistance to people affected by cyclone Fengal on November 30, it said.

An Inter-Ministerial Central Team (IMCT) has been sent to Fengal-affected Tamil Nadu and Puducherry for an on-the-spot assessment of the damage caused.

After the assessment reports of IMCTs are received, additional financial assistance from NDRF will be approved for the disaster-affected states as per the established procedure, the release said.

More than Rs 21,718.716 crore has already been released by the central government to 28 states during this year.

This includes Rs 14,878.40 crore from SDRF to 26 states, Rs 4,808.32 crore from NDRF to 18 states, Rs 1,385.45 crore from the State Disaster Mitigation Fund (SDMF) to 11 states, and Rs 646.546 crore from the National Disaster Mitigation Fund (NDMF) to seven states.

In addition to financial assistance, the central government has also provided all logistic assistance, including deployment of requisite NDRF teams, Army teams, and Air Force support to all the flood and cyclone-affected states.

In a letter to the Centre on Monday, Tamil Nadu Chief Minister MK Stalin said Cyclone Fengal caused “unprecedented” devastation in the state and urged PM Modi to release Rs 2,000 crore interim relief from the NDRF as a single disbursal.

Stalin said that more than 69 lakh families and 1.5 crore individuals were severely affected by the calamity in northern Tamil Nadu districts like Villupuram, Tiruvannamalai, and Kallakurichi.

The state government’s initial assessment revealed that an estimated Rs 2,475 crore was required for temporary restoration efforts.

“Despite our best efforts, the scale of this disaster has overwhelmed the state’s resources, and the state needs urgent financial assistance to manage the fallout of this natural disaster,” Stalin said in the letter.

What’s the claim?

A video showing a heavily flooded road at night has been shared online, with claims that it depicts scenes from Chennai, the capital of the Indian state of Tamil Nadu, following heavy rainfall caused by Cyclone Fengal. One user on X shared the video with the caption, “Marina Beach Road, Chennai.” 

Similar posts have been widely circulated on X, Facebook, and YouTube, linking the footage to the recent rains in Chennai. Archived versions of such posts can be found here, here, here, here, and here.

However, our investigation reveals that the video is not from Chennai and predates Cyclone Fengal.

What we found

Using reverse image search, we found the same video on Newsflare (archived here), a global platform for viral videos. It was uploaded on September 3, 2024, with the title “Saudi Arabia: Heavy rain has flooded the streets of Jeddah.”

This lead was corroborated by a report from Cay Haber, a Turkish news channel, which featured a screenshot of the viral clip. The report confirmed the video was filmed in Jeddah during severe rainfall in early September 2024. Similarly, MSN published the video on September 3, 2024, further supporting this timeline.

Additional posts on X and YouTube from September 2024 also link the video to flooding in Jeddah. Archived versions of these posts are available here and here.

It’s important to note that Cyclone Fengal made landfall between Tamil Nadu and Puducherry on November 30, 2024, well after the video began circulating online.

While we could not pinpoint the exact location of the video, reports confirm that Jeddah experienced heavy rainfall on September 2, 2024. The Saudi Press Agency documented this event, and visuals of the flooding were widely shared by local media. For instance, Jeddah Now (archived here) posted a brief video of a flooded roadway on X, and Alaraby TV (archived here) uploaded similar footage, both confirming the flooding in Jeddah.

The verdict

The viral video claiming to show Marina Beach Road in Chennai after Cyclone Fengal is misrepresented. The footage is from Jeddah, Saudi Arabia, and dates back to early September 2024, months before the cyclone.

A video (here, here and here) has gone viral on social media, showing heavy rainwater flooding on roads and disrupting vehicles, with claims that it is from Marina Beach Chennai, Tamil Nadu. Claim: The viral video shows flooded roads and vehicles struggling to navigate near Marina Beach, Chennai, Tamil Nadu.

Fact: Chennai faced flooding due to Cyclone Fengal, which started on 25 November 2024. But the viral video, which shows heavy rainfall and flooding, is actually from 2 September 2024, when Jeddah, Saudi Arabia, experienced heavy rainfall. The viral video has no relation to the recent floods in Chennai, making the claim misleading.

Further research using keywords from the YouTube video led us to several reports (here, here, here and here) detailing the flooding in Jeddah. On 2 September 2024, Jeddah experienced heavy rainfall leading to flash floods that caused significant disruptions. Roads were submerged, schools were closed, and authorities issued warnings for residents to avoid valleys and waterways. At least 5 people lost their lives during these floods, highlighting the severity of the situation.

Meanwhile, Cyclone Fengal originated in the Bay of Bengal on 25 November 2024 and intensified as it moved towards the Indian coastline. It made landfall on 25 November 2024, between Tamil Nadu and Puducherry, bringing heavy rainfall, strong winds, and severe flooding. Chennai faced significant disruptions, including waterlogging and road closures, with the cyclone claiming at least 19 lives, including 5 deaths in Chennai (here, here and here). However, the viral video circulating on social media has no connection with this incident.

A holiday for all government and private schools, as well as colleges, on Tuesday (December 3), has been announced due to heavy rainfall caused by Cyclone Fengal, said Puducherry’s Education Minister, A Namachivayam.

Meanwhile, the Puducherry government has announced to provide relief assistance of Rs 5,000 each to all ration cardholders affected by Cyclone Fengal, Chief Minister N Rangaswamy said on Monday.

“Due to cyclone Fengal, Puducherry received 48% rainfall, which was unexpected. The Puducherry government has decided to provide relief assistance of Rs 5,000 to all ration cardholders affected by the cyclone,” Mr Rangaswamy told reporters.

“Additionally, due to heavy rainfall, 10,000 hectares of crops in the Puducherry state have been damaged. Therefore, we have decided to provide Rs 30,000 per hectare to affected farmers. Cyclone Fengal has left a trail of destruction in Puducherry and Tamil Nadu. The recent floods have damaged 50 boats, and the government has announced a relief package of Rs 10,000 for their repair,” he added.

A video of an IndiGo plane struggling to land in Chennai ahead of Cyclone Fengal’s landfall has gone viral. The plane is seen trying to land amid heavy turbulence as the cyclone led to heavy rain and strong winds in the city yesterday. 

At the last moment, it aborts touchdown and flies away but not before tilting alarmingly to the left, while still just a few feet above the surface of the runway. IndiGo has confirmed the incident and said that the Mumbai-Chennai flight faced an adverse weather, including rain and gusty winds, so it went for a go-around – which is usually done when a safe landing cannot be achieved.

“Due to adverse weather conditions, including rain and strong, gusty winds (which later led to the closure of Chennai airport), the cockpit crew of flight 6E 683, operating between Mumbai and Chennai, executed a go-around on November 30, 2024, in accordance with established safety protocols,” said IndiGo.

The airline clarified that such maneuvers are standard and the pilots are properly trained to handle such situations.

“This is a standard and safe maneuver, and our pilots are extensively trained to handle such situations with the utmost professionalism. A go-around is performed when a safe landing cannot be achieved, as was the case with this flight,” the statement added.

The plane landed in Chennai around 12:40 pm, shortly before the airport shut operations till the next day in the wake of the cyclone.

Cyclone Fengal made landfall last night, triggering heavy rain across the coastal districts in northern Tamil Nadu and Puducherry. At least three people were killed in rain-related incidents in Chennai, parts of which were left waterlogged.

Puducherry:

Normal life was crippled in Puducherry on Sunday due to heavy rains that lashed the union territory in the wake of Cyclone Fengal, which crossed the coast here on November 30 night.

According to India Meteorological Department, Puducherry recorded 46 cm rainfall during the last 24 hours ending 9 am today.

Cyclone Fengal triggered heavy rainfall leading to inundation of all residential areas on the outskirts Of boulevard limits. Trees were uprooted at various places under the impact of the cyclonic storm. Power outage was reported in most of the localities since 11 pm on Saturday.

Many housing colonies were waterlogged and residents could not step out of the dwellings for hours together. Two-wheelers and cars parked on roads partially submerged in rainwater that entered several houses here, residents said.

All shops and business establishments remained closed and the government set up relief centers to accommodate people evacuated from low-lying areas.

Senior citizens opined that such fury of nature was witnessed over three decades ago in the union territory.

Main thoroughfares and arterial roads were waterlogged disrupting daily life. Farmlands with standing crops bore the brunt of the heavy rain.

Transport services were hit and voluntary organisations like Pondicherry Heritage Round Table 167 volunteered to supplement the efforts of the government to supply food packets to people staying in relief camps.

Officials said rescue operations are underway in multiple affected areas and hundreds of residents were evacuated from flood-hit areas.

The operations have been conducted efficiently with the coordinated efforts of the local administration, police forces, Army and specialized rescue teams.

Efforts are ongoing in Jeeva Nagar and other vulnerable areas to evacuate people and provide necessary relief, they said.

Cyclone Fengal has started making landfall near the Puducherry coast. The cyclonic storm is likely to cross the coasts of Tamil Nadu and Puducherry in the next three to four hours, said weather office India Meteorological Department or IMD.

“Adverse weather from a deep depression over the southwest Bay of Bengal has claimed the lives of fifteen people in Sri Lanka,” according to the Disaster Management Centre (DMC) on Saturday (November 30, 2024).

“The DMC said more than 4,50,000 people have been hit by floods, strong winds and earth-slips in the country. Fifteen people have died so far,” it said. The most number of 10 deaths have been recorded from the Eastern Province.

“The bad weather was caused by the deep depression over the southwest Bay of Bengal. A cyclonic storm which is expected to affect the Eastern Province would move over to the southern Indian State of Tamil Nadu later on Saturday (November 30, 2024),” the weather officials said.

“This would improve the bad weather situation in the country. However, the north, north central and eastern Trincomalee districts are expected to experience heavy rain falls over 100 mm,” the Meteorological Department said. Heavy winds of more than 60 km per hour are also expected to hit parts of the island.

Meanwhile, the police said they arrested a school principal and a teacher over the deaths of six students, owing to floodwaters in the eastern town of Sammanthurai while travelling on a tractor. The principal had asked the students to travel by tractor owing to a lack of buses.

  5. An orange alert is in place in Ranipet, Tiruvannamalai, Vellore, Perambalur, Ariyalur, Thanjavur, Tiruvarur, Mayiladuthurai, Nagapattinam, and Karaikal districts.

  6. Schools and colleges will remain closed in Chennai, Kancheepuram, Chengalpattu, Tiruvallur, Cuddalore, Villupuram, Kallakurichi, and Mayiladuthurai districts in Tamil Nadu, and Puducherry today.

  7. Boats, generators, motor pumps, tree-cutters and other necessary equipment have been kept ready in these districts. The NDRF and state disaster response teams have been deployed in these districts.

  8. Warning of rough seas and strong winds, authorities have advised fishermen not to venture into the sea and move their boats and other equipment to higher grounds to prevent damage.

  9. The storm is likely to damage telecommunication lines and lead to flooding in the low-lying areas, Dr S Balachandran, director, Regional Meteorological Centre (RMC), Chennai told NDTV. The impact will be more along the coastal districts, he has warned.

  10. In Puducherry, toll-free numbers – 112 and 1077 – have been set up to receive distress calls. People can also seek help on WhatsApp: 9488981070. The government said 4,153 boats have returned to the shore and 2,229 relief camps are ready if needed.
