New Delhi:

The Indian government will “naturally oppose any move giving political space to extremism and advocacy of violence”, the Foreign Ministry said Friday in its weekly press briefing. The ministry also said India had protested with the Canadian High Consulate in Delhi and asked for appropriate action.

The reference was to the Canadian parliament observing a moment of silence in the memory of Khalistani terrorist Hardeep Singh Nijjar, who was killed outside a gurdwara in Canada’s British Columbia province last year. A video released by news agency IANS showed MPs observing silence after Speaker Greg Fergus said, “… I understand there is an agreement to observe a moment of silence in memory of Hardeep Singh Nijjar, assassinated in Surrey one year ago today.”

Nijjar was wanted in India for being the “mastermind” of the Khalistani Tiger Force, a designated terror group in this country. Last July, anti-terror agency NIA announced a cash reward of Rs 10 lakh for the capture of Nijjar in connection with the murder of a Hindu priest in Punjab’s Jalandhar.

Nijjar is also accused in the 2007 bombing of a cinema in Punjab.

On his killing, Canada Prime Minister Justin Trudeau claimed “agents” of the Indian government were involved in killing Nijjar, a Canadian citizen. Those allegations, repeated frequently since, have led to tense relations between the two nations, including awkward moments between the Canadian leader and Prime Minister Narendra Modi when India held the G20 Summit last year.

India has firmly rubbished Canada’s allegations, calling them “absurd” and “motivated” and noting that Mr Trudeau has yet to provide evidence, of any sort, to back his claim.

“Such unsubstantiated allegations seek to shift the focus from Khalistani terrorists and extremists… who have been provided shelter in Canada and continue to threaten India’s sovereignty and territorial integrity. Inaction of Canada is a matter of continuing concern,” the Indian side had side.

Nijjar’s murder is being investigated by the Royal Canadian Mounted Police and four Indian nationals have been arrested.

On the Canadian parliament’s move to honour the memory of Nijjar, the Indian consulate in Vancouver announced a memorial service – to be held on Sunday – to pay tribute to the 329 victims of the Air India flight bombed by Khalistani terrorists in 1985.

The Air India Flight travelling from Montreal to London had blown up 31,000 feet above the ground when a bomb planted by Canadian Sikh terrorists went off. The 329 passengers killed in the incident included 268 Canadian citizens, 27 British citizens, and 24 Indian citizens. This bombing is among the deadliest acts of aviation terrorism.

On that subject an Indian-origin Canada MP, Chandra Arya, said the ideology responsible for the terrorist attack is still alive among a few people in his country.

Speaking in the Canadian Parliament, he said the celebration of ex-Prime Minister Indira Gandhi’s assassination by “Khalistani supporters” demonstrated that “dark forces have been energised again”.

He also highlighted the concerns of Hindu Canadians regarding recent incidents.

Alleging that the agents of the Chinese Communist Party (CCP) were involved in the killing of Khalistani terrorist, Hardeep Singh Nijjar, in Canada, an independent blogger, Jennifer Zeng, has said that China’s “purpose was to frame India creating discord between India and the West”.

She also alleged that it was a part of the CCP’s sinister “Ignition Plan” to disrupt the world in line with Xi Jinping’s military strategy regarding Taiwan.

Jennifer Zeng is a Chinese born rights activist, journalist who is currently living in the US.

In a video posted on the social media platform, X, Zeng dubbed the killing of Nijjar as an assassination claiming, “Today shocking revelations about the ‘assassination ‘ of Sikh religious leader, Hardeep Singh Nijjar, in Canada have emerged from within the CCP. It is alleged that the ‘assassination’ was carried out by CCP agents.”

On 18 June 2023, Hardeep Nijjar, a designated terrorist in India, was shot and killed in the parking lot of the Guru Nanak Sikh Gurdwara in Surrey, British Columbia.

The independent blogger attributed her allegations to Chinese writer and YouTuber Lao Deng, who according to her, lives in Canada now.

“Lao stated that in early June this year as part of their disruption initiative ‘Ignition Plan’, the CCP Ministry of State Security sent a high-ranking official to Seattle, USA. A secret meeting was held there…The objective was to sabotage relations between India and the West,” Zeng claims in the video posted on X.

“The agents were tasked with assassinating Hardeep Singh Nijjar, the Sikh leader in Canada. Following the meeting, the CCP agents meticulously executed the killing plan,” she claimed.

Explaining their modus operandi, the independent blogger alleges, “On June 18th, the agents armed with silenced guns tracked Nijjar. When the deed was done, they destroyed the dash camera in Nijjar’s Car to erase any evidence. After the crime, the agents fled, they burned their weapons and disguises to destroy all traces. The next day they left Canada in Airplanes.”

She also alleged that the killers even purposely learned Indian-accent English. “Therefore, they purposely spoke in India accent English…In fact, these actions were part of the scheme by CCP secret agent to frame India,” said Zeng.

She also claimed that Lao revealed that the CCP’s ‘ignition plan’ was devised this year after the CCP’s two sessions.

There has been no response to Jennifer Zeng’s allegations, posted in the video on Sunday afternonn (US time) from either the Chinese foreign ministry or the Ministry of External Affairs.

The diplomatic ties between India and Canada soured after the Canadian government expelled a senior Indian diplomat accusing India of playing a role in the killing of a Khalistani terrorist, Hardeep Singh Nijjar in Canada.

In the aftermath, India swiftly retaliated by issuing a statement that denied any involvement in the issue and expelled a senior Canadian diplomat. India has outrightly rejected the claims, calling it ‘absurd’ and ‘motivated’.

Amid escalating tensions, India has called for parity in the number of Canadian diplomats in India.

Ministry of External Affairs spokesperson Arindam Bagchi earlier this month said that Canadian diplomatic presence is much higher in India and they assume “there would be reduction”.

“On discussions on parity, given the much higher presence of diplomats or diplomatic presence here and their interference in our internal matters, we have sought parity in our respective diplomatic presence. Discussions are ongoing to achieve this. Given that Canadian diplomatic presence is higher, we would assume that there would be a reduction,” said MEA spokesperson Arindam Bagchi.

Ottawa:

Canadian Foreign Minister Melanie Joly on Tuesday said that the country wants “private talks with India to resolve a diplomatic dispute” over the killing of Khalistan terrorist Hardeep Singh Nijjar, Reuters reported.

 “We are in contact with the government of India. We take Canadian diplomats’ safety very seriously and we will continue to engage privately because we think diplomatic conversations are best when they remain private,” Reuters quoted Joly as saying to reporters.

There is a strain in India-Canada relations following Prime Minister Justin Trudeau’s allegations regarding the Indian government’s ‘potential role’ in the fatal shooting of Khalistan terrorist Hardeep Singh Nijjar.

Nijjar, who was a designated terrorist in India, was gunned down outside a Gurdwara, in a parking area in Canada’s Surrey, British Columbia on June 18.

Trudeau, during a debate in the Canadian Parliament, claimed his country’s national security officials had reasons to believe that “agents of the Indian government” carried out the killing of the Canadian citizen, who also served as the president of Surrey’s Guru Nanak Sikh Gurdwara.

However, India has outrightly rejected the claims, calling it ‘absurd’ and ‘motivated’.

Notably, Canada has yet to provide any public evidence to support the claim about the killing of Hardeep Singh Nijjar. The country has said it wants to “work constructively with India” regarding the allegations.

Trudeau on Tuesday said that his country was not “looking to escalate the situation with India,” adding that Ottawa wants to remain on the ground in New Delhi to help Canadians, Reuters reported. 

“Canada is not looking to escalate the situation with India, will continue to engage responsibly and constructively with New Delhi. We want to be on the ground in India to help the Canadian families there,” Reuters quoted Trudeau as saying. 

Trudeau had said last week that Canada is still committed to building closer ties with India, despite “credible allegations of the Indian government’s involvement” in the killing of Khalistani terrorist Hardeep Singh Nijjar, Canada-based National Post reported. India has rejected the claims as “absurd” and “motivated”.

Pointing to the increasing influence of India worldwide, Trudeau said that it is “extremely important” that Canada and its allies continue to engage with India.

“India is a growing economic power and important geopolitical player. And as we presented with our Indo-Pacific strategy, just last year, we’re very serious about building closer ties with India,” he had told reporters.

“At the same time, obviously, as a rule of law country, we need to emphasize that India needs to work with Canada to ensure that we get the full facts of this matter,” National Post quoted Trudeau as saying.

Washington:

The US is in touch with Indians at high levels after Ottawa said Indian government agents had links to the murder of a Khalistani terrorist in Canada, and Washington is giving no “special exemption” in the matter, US national security adviser Jake Sullivan said on Thursday.

The United States has been seeking to strengthen its relationship with India. President Joe Biden hosted Indian Prime Minister Narendra Modi for a state visit at the White House earlier this year.

Asked whether US concern over the incident could disrupt that process, Sullivan said the United States would stand up for its principles, regardless of what country is affected.

“It is a matter of concern for us. It is something we take seriously. It is something we will keep working on, and we will do that regardless of the country,” Sullivan told reporters at the White House.

“There’s not some special exemption you get for actions like this. Regardless of the country, we will stand up and defend our basic principles and we will also consult closely with allies like Canada as they pursue their law enforcement and diplomatic process.”

Canada said on Monday that it was “actively pursuing credible allegations” linking Indian government agents to the murder of Hardeep Singh Nijjar, 45, outside a Sikh temple in June.

Sullivan noted that the United States was in touch with both countries about the topic.

“We are in constant contact with our Canadian counterparts … and we have also been in touch with the Indian government,” Sullivan said.

Sullivan said he disagreed with reports suggesting there was distance between Canada and the United States on the issue.

“I firmly reject the idea that there is a wedge between the US and Canada. We have deep concerns about the allegations and we would like to see this investigation carried forward and the perpetrators held to account,” he said.

India is “temporarily unable to process visa applications” from Canada because of “security threats faced by our High Commissions and Consulates” in that country, the government said Thursday afternoon, as hostilities escalate over accusations that “agents of New Delhi” killed a Khalistani terrorist and Canadian national – Hardeep Singh Nijjar – on Canadian soil. 

The Foreign Ministry statement comes hours after BLS International – a private agency hired for initial scrutiny of visa requests – cited “operational reasons” to suspend services till further notice.

“You are aware of the security threats being faced by our High Commissions and Consulates in Canada… this has disrupted their normal functioning. Accordingly, our High Commissions and Consulates are temporarily unable to process visa applications,” Arindam Bagchi, the ministry spokesperson, told reporters. “We will be reviewing the situation on a regular basis.”

The Indian government has also suspended issue of electronic visas, Mr Bagchi added, stressing that the issue is about “discrimination in how visas are granted by the Canadian side”.

“All categories of visas are suspended. Issue not about travel to India… those who have valid visas (issued before this suspension order) are (cleared) to travel to India. The issue is the creation of an environment that disrupts functioning of our consulates and high commission,” he said.

Mr Bagchi dismissed claims Indian “agents” had killed Nijjar and called them “politically driven”. He pointed out that “no specific information” had been shared by Ottawa on the alleged killing.

“We are willing to look at specific information if provided… from our side, we have very specific information on particular individuals in Canada and all these have been shared with them.”

“But Canada hasn’t acted on them,” he said.

On India expelling a senior diplomat – after Canada ordered a top Research and Analysis Wing official to leave its borders – Mr Bagchi said the other side had been asked to downsize its diplomatic presence in India citing “interference of Canadian diplomats in Indian affairs”.

“Canadian diplomatic presence in India is larger than what India has (in Canada)… accordingly needs to be downsized. There should be parity, their numbers are much higher,” Mr Bagchi said.

Apart from each side ejecting one official, India and Canada also traded adverse travel advisories. 

Canada updated its India advisory this week to mirror that of the United States and it explicitly mentions Jammu and Kashmir and the northeast, warning of “violent clashes between militants and security forces in the former” and “ethnic tensions” leading to “conflict and civil unrest”in the latter.

And, on Wednesday, shortly after External Affairs Minister S Jaishankar met PM Modi in the new Parliament building, India advised its citizens in Canada, and those contemplating travelling, to exercise “utmost caution” in view of anti-India activities and “politically-condoned” hate crimes.

India-Canada ties were already tense after Prime Minister Narendra Modi’s conversation with Canada’s Justin Trudeau at the G20 Summit in Delhi this month. The PM expressed India’s “strong concerns about continuing anti-India activities” in that country.

India on Thursday suspended issue of visas to Canadian citizens “till further notice”. A notice by BLS International – a private agency hired for initial scrutiny of visa applications – said “Due to operational reasons… Indian visa services have been suspended till further notice”.

This comes as India and Canada are locked in an international row over Ottawa’s claim it has “credible allegations” linking agents of New Delhi to the murder of Hardeep Singh Nijjar, a pro-Khalistan Sikh terrorist. India has rejected the allegation as “absurd” and “motivated”.

It is not yet clear if the suspension of visas is linked to that row.

Nijjar, 45, was shot dead outside a gurdwara in Canada’s British Columbia in June. Hailing from Punjab’ Jalandhar, he was chief of the banned Khalistan Tiger Force and one of India’s most wanted terrorists. There was a Rs 10 lakh cash reward for his capture or information leading to his arrest.

The reward was in connection with the killing of a Hindu priest in Punjab’s Jalandhar. 

Nijjar is also accused in a 2007 bombing case in Punjab and is believed to have ties to recent attacks on Indian diplomatic missions in the United Kingdom, United States and Canada. 

The Indian government “completely rejected” the Canadian PM’s allegations regarding its involvement in Nijjar’s death and underlined its concerns over their (Canada’s) political figures openly expressing sympathy for “such elements”.

Amid the India-Canada diplomatic standoff, US Ambassador to India, Eric Garcetti has said that perpetrators should be brought to justice and that there should be a space for investigation before a judgement is made.

Speaking at Ananta Centre in New Delhi in a conversation with senior journalist Indrani Bagchi, Mr Garcetti said, “Those who are responsible must be held accountable. We hope that traditional friends and partners will cooperate in getting to the bottom of it.”

He said, “We care deeply for Canada just as we care deeply for India. And I think that moments like this don’t define our relationship. But they certainly can slow down progress. And they’re gut checks for everybody to say how do we interact with each other? What do we stand for? How do we enforce ideas like sovereignty and international law?And what are our responsibilities to one another? And I’m sure somebody’s going to ask that question.”

“So let me just kind of say more of a statement that obviously any allegations like this should be troubling to anyone. But with an active criminal investigation, I hope that we can make sure that perpetrators are brought to justice and that we can all allow the space for that information and that investigation to occur before anybody leaps to judgment. And to me, that’s the most important role. I think to each one of us sovereignty is a very important principle,” he added.

Responding to a question on whether Canada has shared any evidence to the US, the US envoy stated, “As I said… I think that people need to have the space and the place for, if there is evidence, I will say that of course we are in close communication with Canada. Canada is a dear friend, ally, partner and neighbour.”

“Not just in moments like this, but all the time. we speak regularly, we share information..but that doesn’t mean i have everything that everybody is speaking about,” he said.

Relations between India, and Canada have grown tense after Justin Trudeau on Monday alleged that the Indian government was behind the fatal shooting of Khalistani terrorist Hardeep Singh Nijjar.

Nijjar, who was a designated terrorist in India and was gunned down outside a Gurdwara, in Canada’s Surrey, British Columbia on June 18.

Earlier on Tuesday, US National Security Council Spokesperson John Kirby said that “serious allegations” were levelled by Canadian Prime Minister Justin Trudeau against India in the killing of Khalistani terrorist Hardeep Singh Nijjar adding that the US wanted the matter to be handled in a “transparent” way.

In an interview with CBS News, an American television news channel, Kirby urged India to cooperate in the investigation.

Meanwhile, Indian nationals, students in Canada and those planning on travelling to the country have been advised to exercise caution amid the recent strain in relations between the two countries.

Indian students in Canada have been particularly advised to exercise extreme caution and remain vigilant.

The MEA said in view of growing anti-India activities and politically condoned hate crimes and criminal violence in Canada, all Indian nationals there and those contemplating travel are urged to exercise utmost caution.
