Lebanon’s Hezbollah has launched more than 50 rockets, hitting a number of private homes in the Israeli-annexed Golan Heights.

The attack on Wednesday (August 21, 2024) came a day after U.S. Secretary of State Antony Blinken met with fellow mediators Egypt and Qatar as he pressed ahead with the latest diplomatic mission to secure a cease-fire in the war in Gaza, even as Hamas and Israel signalled that challenges remain.

Hamas in a new statement called the latest proposal presented to it a “reversal” of what it agreed to previously and accused the U.S. of acquiescing to what it called “new conditions” from Israel. There was no immediate U.S. response.

First responders in Golan Heights said they treated a 30-year-old man who was moderately wounded with shrapnel injuries in Wednesday’s (August 21, 2024) attack. One house was engulfed in flames, and firefighters said they prevented a bigger tragedy by stopping a gas leak.

Hezbollah said the attack was in response to an Israeli strike deep into Lebanon on Tuesday (August 20, 2024) night that killed one and injured 19. On Tuesday (August 20, 2024), Hezbollah launched more than 200 projectiles toward Israel, after Israel targeted a Hezbollah weapons depot some 80km from the border, a significant increase in the daily skirmishes.

Israel and Hezbollah have traded near-daily strikes for more than 10 months against the backdrop of Israel’s war against Hezbollah’s ally, Hamas, in Gaza. The exchanges have killed more than 500 people in Lebanon — mostly militants but also including around 100 civilians and non-combatants — and 23 soldiers and 26 civilians in Israel.

Israel captured the Golan Heights from Syria in the 1967 Mideast war and later annexed it, saying it needs the strategic plateau for its security. The United States is the only country to recognize Israel’s annexation, while the rest of the international community considers the Golan to be occupied Syrian territory.

Tel Aviv, Israel:

Israel considers that an order by the World Court to halt its military offensive on Rafah in southern Gaza allows room for some military action there, Israeli officials said.

In an emergency ruling in South Africa’s case accusing Israel of genocide, judges at the International Court of Justice ordered Israel on Friday to immediately halt its assault on Rafah, where Israel says it is rooting out Hamas fighters.

“What they are asking us, is not to commit genocide in Rafah. We did not commit genocide and we will not commit genocide,” Prime Minister Benjamin Netanyahu’s national security adviser, Tzachi Hanegbi, told Israel’s N12 TV on Saturday.

Asked whether the Rafah offensive would continue, Hanegbi said: “According to international law, we have the right to defend ourselves and the evidence is that the court is not preventing us from continuing to defend ourselves.”

The ICJ, which is based in The Hague, did not immediately comment on Hanegbi’s remarks. Hamas also did not immediately comment.

Another Israeli official pointed to the phrasing of the ruling by the ICJ, or World Court, depicting it as conditional.

“The order in regard to the Rafah operation is not a general order,” the official said on condition of anonymity.

Reading out the ruling, the ICJ’s president, Nawaf Salam, said the situation in Gaza had deteriorated since the court last ordered Israel to take steps to improve it, and conditions had been met for a new emergency order.

“The state of Israel shall (…) immediately halt its military offensive, and any other action in the Rafah governorate, which may inflict on the Palestinian group in Gaza conditions of life that could bring about its physical destruction in whole or in part,” Salam said.

That wording does not rule out all military action, the Israeli official said.

“We have never, and we will not, conduct any military action in Rafah or elsewhere which may inflict any conditions of life to bring about the destruction of the civilian population in Gaza, not in whole and not in part,” the official said.

While the court has no means to enforce its orders, the case is a sign of Israel’s growing diplomatic isolation over its campaign against Palestinian armed group Hamas in Gaza.

Israel began its offensive in Gaza to try to eliminate Hamas after the group stormed into southern Israeli communities on Oct. 7 last year. It has pressed on with its offensive since the ICJ ruling.

Nearly 36,000 Palestinians have been killed in the offensive, Gaza’s health ministry says, and much of Gaza has been devastated. About 1,200 people were killed and more than 250 taken hostage on Oct. 7, according to Israeli tallies.

Washington:

Israel must protect innocent Gaza residents by distinguishing between Hamas militants and civilians, the White House warned Sunday as President Joe Biden promised a significant increase in aid to the Palestinian territory.

The Israel Defense Forces (IDF) have been urged to avoid civilian casualties in Gaza. Health officials in that Hamas-run territory say more than 8,000 people — half of them children — have already died in three weeks of air strikes conducted in retaliation for the deadly Hamas attacks into Israel on October 7.

Biden discussed the protection of civilian lives in a phone call Sunday with Egyptian President Abdel Fattah al-Sisi, in which the two leaders “committed to the significant acceleration and increase of assistance flowing into Gaza beginning today and then continuously,” according to a readout from the White House.

The call came as the Biden administration emphasized the need to protect civilian lives amid the ongoing conflict.

“The IDF, the Israeli government, should be taking every possible means available to them to distinguish between Hamas — terrorists, who are legitimate military targets — and civilians, who are not,” US National Security Advisor Jake Sullivan said on CNN talk show “State of the Union.”

Biden delivered a message to Netanyahu himself Sunday when the two spoke on a call to discuss developments in Gaza.

During the conversation, Biden “underscored the need to immediately and significantly increase the flow of humanitarian assistance to meet the needs of civilians in Gaza,” according to a readout of the conversation from the White House.

“The president reiterated that Israel has every right and responsibility to defend its citizens from terrorism and underscored the need to do so in a manner consistent with international humanitarian law that prioritizes the protection of civilians,” the readout said.

But Sullivan emphasized on CNN that “we do believe that thousands of Palestinian civilians have been killed in this bombardment, and every single one of those deaths is a tragedy.”

Speaking on ABC’s “This Week” as he made a round of Sunday talk shows, Sullivan added that Hamas, a “brutal terrorist organization,” is “hiding behind the civilian population.”

Hamas has been using civilians as “human shields” and putting rockets and other “terrorist infrastructure” in civilian areas, he said.

“But it doesn’t lessen their (Israel’s) responsibility under international humanitarian law and the laws of war to do all in their power to protect the civilian population.”

The national security advisor also said that US officials are working to help secure the release of more than 220 hostages being held in Gaza by Hamas, as well as to help the hundreds of Palestinian Americans stuck in Gaza.

“Many of them are still there, still waiting to get out, and we are working actively to try to make that happen,” Sullivan told CBS show “Face the Nation.”

But he said that while neighbouring Egypt and Israel are prepared to let Americans and other foreign nationals leave Gaza, “Hamas is preventing their departure.”

The latest violence began on October 7 when Hamas militants stormed across the Gaza border in the deadliest attack in Israel’s history, killing 1,400 people, mostly civilians, according to Israeli officials.

Gaza Strip:

Hamas’s leader in the Gaza Strip, Yahya Sinwar, said Saturday that the Palestinian militant group was ready for an “immediate” prisoner swap with Israel.

“We are ready to conduct an immediate prisoner exchange deal that includes the release of all Palestinian prisoners from Israeli jails in exchange for all prisoners held by the Palestinian resistance,” Sinwar said in a statement.

The United States and Russia led international calls for a pause in fighting between Israel and Hamas to allow aid into the besieged Gaza Strip, as Israel maintained its bombardment of the enclave where Palestinians are living in harrowing conditions.

A total of 704 Palestinians, including 305 children, were killed on October 24, the Health Ministry in Hamas-ruled Gaza said, a toll the U.N. Office for the Coordination of Humanitarian Affairs said was the highest reported in a single day since the conflict began nearly three weeks ago.

Reuters could not independently verify these figures.

Israel launched the strikes on Gaza after Hamas militants attacked southern Israeli towns on October 7 in a rampage that killed 1,400 people, most of them civilians.

World leaders are now seeking to prevent the conflict from spreading across a region key to global energy supplies.

U.S. President Joe Biden and Saudi Arabian Crown Prince Mohammed bin Salman spoke by phone on October 24 and agreed on broader diplomacy “to maintain stability across the region and prevent the conflict from expanding,” the White House said.

Deadly clashes have intensified between the Israeli military and Palestinians in the occupied West Bank, and resurged between Israel and Lebanon’s Hezbollah armed group along the Israeli-Lebanon border. Iran, which has sought regional ascendancy for decades, backs both Hezbollah and Hamas, and has warned Israel to stop its onslaught on Gaza.

Israel’s military said its jets struck Syrian army infrastructure and mortar launchers on October 25 in response to rockets launched from Iran ally Syria.

The military did not provide further details. It did not accuse Syria’s army of firing the two rockets, which set off air raid sirens in the Israeli-occupied Golan Heights.

There was no immediate comment from Syria.

Israeli forces on an overnight raid in the occupied West Bank came under fire by a group of Palestinians whom the military then hit with a drone, the Israeli military said on October 25. Palestinian officials said three people were killed.

Israel’s military also said it targeted a cell of Hamas divers attempting to enter Israel by sea near Kibbutz Zikim. There was no immediate comment from Hamas on the incident.

The U.S. has advised Israel to hold off on a planned ground assault as Washington tries to free more of the 200-plus hostages Hamas is still holding captive in Gaza.

However, when asked was if he was urging Israel to delay its ground invasion, U.S. President Joe Biden told reporters: “The Israelis are making their own decisions.”

Iran’s U.N. Ambassador Amir Saeid Iravani told the Security Council on October 24 that U.S. Secretary of State Antony Blinken had attempted to wrongly blame Iran for the Israel-Hamas war.

“Our commitment to regional peace and stability remains unwavering,” he said. “The U.S. has further exacerbated the conflict by overtly aligning itself with the aggressor at the expense of the innocent Palestinian population.”

In a statement released on social media, the Palestinian Health Ministry said at least 5,791 Palestinians had been killed by Israeli bombardments since Oct. 7, including 2,360 children.

Reuters could not independently verify these figures.

U.S., Russia offer rival proposals

Late on October 24 eight trucks with water, food and medicine entered Gaza from Egypt. U.N. agencies said more than 20 times current deliveries were needed for the narrow coastal strip’s 2.3 million people.

At the United Nations, the United States and Russia put forward rival plans on humanitarian aid for Palestinian civilians. Washington has called for pauses and Russia wants a humanitarian ceasefire. A pause is generally considered less formal and shorter than a ceasefire.

“The whole world is expecting from the Security Council a call for a swift and unconditional ceasefire,” Russian U.N. Ambassador Vassily Nebenzia told the Security Council.

Arab States firmly back a call for a humanitarian ceasefire amid widespread destruction of Gaza’s buildings. “We followed with regret the inability of this council twice to adopt a resolution or even to call for a ceasefire to end this war,” Egypt’s Foreign Minister Sameh Shoukry told the council.

United Nations Secretary-General Antonio Guterres last week called for an immediate humanitarian ceasefire in Gaza.

“While we remain opposed to a ceasefire, we think humanitarian pauses linked to the delivery of aid that still allow Israel to conduct military operations to defend itself are worth consideration,” a senior U.S. official said.

Hospitals running out of fuel

Doctors in Gaza say patients arriving at hospitals are showing signs of disease caused by overcrowding and poor sanitation after more than 1.4 million people fled their homes in the enclave for temporary shelters.

The U.N. Office for the Coordination of Humanitarian Affairs said more than one-third of hospitals in Gaza and nearly two-thirds of primary health care clinics had shut due to damage or lack of fuel.

UNRWA, the U.N. agency for Palestinian refugees, warned in a post on messaging platform X that it would halt operations in Gaza on October 25 night because of the lack of fuel.

However, the Israeli military on October 24 reaffirmed it would bar the entry of fuel to prevent Hamas from seizing it.

Qatari mediators are urging Hamas to quicken the pace of hostage releases to include women and children and to do so without expecting Israeli concessions, said three diplomats and a source in the region familiar with the talks.

The Gulf state, in coordination with the U.S., is leading mediation talks with Hamas and Israel over the hostage release.

Hamas has so far released four hostages — a mother and daughter with dual U.S.-Israel nationality on October 20 and two Israeli civilian women on October 23.

Hamas on Friday rejected an Israeli order to evacuate 1.1 million civilians south from northern Gaza within 24 hours, ahead of an expected ground incursion that will likely turn the overcrowded Palestinian territory into one of the world’s bloodiest war zones.

“Our people reject the threat of the occupation (by Israeli) leaders and (the) call to flee to the south or Egypt,” the group said. “We are steadfast on our land and in our homes and our cities. There will be no displacement.”

However, the demand to move over a million people at short notice, during a war, has been criticised by the United Nations, which warned Israel of “devastating consequences”. “… impossible for such a movement to take place without devastating humanitarian consequences,” the UN said.

The big (and very obvious) concern for aid agencies is – where? And how do you move 1.1 million men, women and children, as well as injured and infirm, while being bombarded by Israeli forces?

Israel has already indicated its willingness to inflict collateral damage, including killing civilians.

The Gaza Strip

Gaza is 41 km long and between six and 12 km wide. It is divided into five areas – North Gaza, Gaza, the Middle Area, Khan Younis, and Rafah. The Strip has two land borders – Israel on its north and east, and Egypt on its south. Both are closed. To its west is the Mediterranean Sea, also closed.

Gazan airspace is controlled by Israel; their airport was destroyed by the Israelis in 2022.

It is, therefore, completely cut off from the world; the narrow 365 sq km patch of land, which is among the most densely populated on the world, relies (almost) entirely on Israel for food, fuel, medicines, drinking water and other essentials, and, to a lesser extent, on international aid agencies.

Israel’s Demand

Israel has demanded 1.1 million Gazans move from North Gaza to southern areas, potentially a 40 km journey in 24 hours, and as far down as Rafah and the border with Egypt.

There are two main entry/exit points on Gaza’s land border through which people are allowed – the Erez Crossing in the north that is controlled by Israel, and the Rafah Crossing controlled by Egypt.

Both have been closed to Gazans looking to flee the fighting. There is a third crossing – Kerem Shalom – which is controlled by Israel also but is normally only used to move goods.

The Gaza side of the Rafah Crossing was bombed even as civilians were looking to flee, raising questions over how serious Israel is about not deliberately targeting non-combatants.

Evacuation Options

There are none, for now.

Israel has already ruled out opening Gazan airspace or allowing aid agencies access via land or sea routes, and with the border crossings controlled by Israeli military, the Gazans are penned in.

One (perhaps the only) option are humanitarian corridors to allow civilians an escape route.

Israel has shown no indication it will permit this on its side, which leaves only Egypt. Cairo has so far rejected any move to set up such corridors, security sources in that country said Wednesday.

One of the sources, who asked not to be identified, said this was to “protect the right of Palestinians to hold on to their cause and their land”. Egypt has long restricted Gazans access to its territory.

The Israel – Hamas War

Israel’s expected ground attacks will follow a week of relentless aerial strikes, which have killed over 1,500 people so far, as Tel Aviv extracts revenge for Hamas killing more than 1,200 on October 7.

That those ground attacks are moving closer was reinforced this afternoon after an NDTV exclusive ground report showed tanks and armoured vehicles massing at the Gaza border.

These include Namer Infantry Fighting Vehicles, the most heavily armoured in the world, and Merkava IV tanks that have defence systems that can destroy incoming anti-tank missiles.

Palestinians lined up outside bakeries and grocery stores in Gaza on Thursday after spending the night surrounded by the ruins of pulverized neighborhoods darkened by a near-total power outage. Israel launched new airstrikes and said it was preparing for a possible ground invasion.

International aid groups warned that the death toll in Gaza could mount after Israel stopped all deliveries of food, water, fuel and electricity and the tiny enclave’s crossing with Egypt closed. The war — which was ignited by a bloody and wide-ranging assault on Israel by Hamas militants — has already claimed at least 2,600 lives on both sides.

Lt. Col. Richard Hecht, an Israeli military spokesman, told reporters Thursday that forces “are preparing for a ground maneuver” should political leaders order one. A ground offensive in Gaza, whose 2.3 million residents are densely packed into a sliver of land only 40 kilometers (25 miles) long, would likely bring even higher casualties on both sides in brutal house-to-house fighting.

As Israel pounds Gaza, Hamas fighters have fired thousands of rockets into Israel since their weekend assault. Militants in the territory are also holding an estimated 150 people taken hostage from Israel.

Palestinians fleeing airstrikes could be seen running through the streets, carrying their belongings and looking for a safe place. Tens of thousands have crowded into U.N.-run schools while others are staying with relatives or even strangers who let them in.

Lines formed outside bakeries and grocery stores during the few hours they dared open, as people tried to stock on food before shelves are emptied. On Wednesday, Gaza’s only power station ran out of fuel and shut down, leaving only lights powered by scattered private generators.

A senior official with the the International Committee of the Red Cross warned that the lack of electricity could cripple hospitals.

“As Gaza loses power, hospitals lose power, putting newborns in incubators and elderly patients on oxygen at risk. Kidney dialysis stops, and X-rays can’t be taken,” said Fabrizio Carboni, ICRC’s regional director. “Without electricity, hospitals risk turning into morgues.”

Israeli Energy Minister Israel Katz said nothing would be allowed into Gaza until the captives were released. “Not a single electricity switch will be flipped on, not a single faucet will be turned on, and not a single fuel truck will enter until the Israeli hostages are returned home,” he tweeted.

After Hamas militants stormed into Israel on Saturday and massacred hundreds of people in their homes, on the streets and at an outdoor music festival, Israeli Prime Minister Benjamin Netanyahu vowed to “crush and destroy” the group, which has governed Gaza since 2007.

“Every Hamas member is a dead man,” Netanyahu said in a televised address late Wednesday.

The Israeli government is under intense public pressure to topple the militant group rather than continuing to try to bottle it up in Gaza after four previous conflicts ended with Hamas still firmly in charge of the territory. Israel has mobilized 360,000 reservists, massed additional forces near Gaza and evacuated tens of thousands of residents from nearby communities.

Netanyahu now has the backing of a new war Cabinet that includes a longtime opposition politician.

The U.S. has also pledged unwavering support, and Secretary of State Antony Blinken arrived in Tel Aviv on Thursday to meet with Israeli leaders. He plans to meet Friday with Palestinian President Mahmoud Abbas, whose authority is confined to the occupied West Bank, and Jordan’s King Abdullah II.

Israel captured the West Bank, along with Gaza and east Jerusalem, in a 1967 war. The Palestinians want all three territories for their future state, but there have been no peace talks in over a decade.

In Gaza, the Israeli military said overnight strikes targeted Hamas’ elite Nukhba forces, including command centers used by the fighters who attacked Israel on Saturday, and the home of a senior Hamas naval operative that it said was used to store unspecified weapons. Other airstrikes killed commanders from two smaller militant groups, according to media linked to those organizations.

“Right now we are focused on taking out their senior leadership,” Hecht, the military spokesman, said of Hamas. “Not only the military leadership, but also the governmental leadership, all the way up to (top Hamas leader Yehia) Sinwar.”

The Hamas-run Interior Ministry said Israeli strikes demolished two multistory houses without warning, killing and wounding “a large number” of people, mainly civilians. Hamas has threatened to kill hostages if Israel strikes Palestinian civilians without warning.

While Israel has insisted that it is giving notice of its strikes, it is employing a new tactic of leveling whole neighborhoods, rather than just individual buildings. And Israeli military briefings have emphasized the destruction wrought.

Hecht said Israel was not “doing carpet bombing, though some people would like to see that.” He said targeting decisions were based on intelligence and civilians were warned.

Even with the evacuation warnings, Palestinians say some are unable to escape or have nowhere to go, and that entire families have been crushed under rubble.

Other times, strikes come with no notice, survivors say.

“There was no warning or anything,” said Hashem Abu Manea, 58, who lost his 15-year-old daughter, Joanna, when a strike late Tuesday leveled his home in Gaza City.

Meanwhile, the Palestinian Health Ministry said two Palestinians were killed in the West Bank on Thursday when Israeli settlers sprayed bullets at a funeral for three people killed in a settler rampage the day before. Footage showed Jewish settlers in their cars swerving into the funeral procession and cutting off the road before stopping and opening fire.

Shock, grief and demands for vengeance against Hamas are running high in Israel since Saturday’s assault. Netanyahu alleged atrocities, including binding boys and girls and shooting them in the head, burning people alive, raping women and beheading soldiers. The prime minister’s allegations could not be independently confirmed.

Armed settlers have rampaged through West Bank villages and hurled stones at passing Palestinian cars, residents say. The Health Ministry says 28 Palestinians have been killed in the West Bank and two in Israeli-annexed east Jerusalem since Saturday.

The U.N. said late Wednesday the number of people displaced by the airstrikes had soared 30% within 24 hours, to 339,000, two-thirds of them crowding into U.N. schools. Others sought shelter in the shrinking number of safe neighborhoods.

The U.N. humanitarian office said Israeli strikes have leveled 1,000 homes since the retaliation began last Saturday, with another 560 housing units severely damaged and rendered uninhabitable. It said an Israeli cutoff has resulted in dire water shortages for over 650,000 people. Sewage systems have been destroyed, sending fetid wastewater into the streets.

Egypt has engaged in intensive talks with Israel and the United States to allow the delivery of aid and fuel through its Rafah crossing point, which is closed after an airstrike hit nearby earlier this week.

But it has pushed back against proposals to establish corridors out of Gaza, saying an an exodus of Palestinians would have grave consequences for their hopes of one day establishing an independent state. Egypt is also likely concerned about a potential influx of hundreds of thousands of displaced people.

The death toll in Gaza rose to more than 1,350 killed, the Palestinian health ministry said.

The Israeli military said more than 1,300 people, including 222 soldiers, have been killed in Israel, a staggering toll unseen since the 1973 war with Egypt and Syria that lasted weeks.

Thousands have been wounded on both sides.

Israel says roughly 1,500 Hamas militants were killed inside Israel, and that hundreds of the dead inside Gaza are Hamas members.

New Delhi:

The Hamas is a “brain-washed fundamentalist group that has taken Palestinians living in Gaza as hostage and is using them as human shields”, Ron Malka, the ex-Israel envoy to India, told NDTV.

He also said the goal of Israel’s response to Hamas’ attacks – 1,500 gunmen stormed the border and slaughtered over a thousand people – is the “total elimination of military capabilities of Hamas…”

“Don’t make a mistake…”, the Israeli diplomat said, “Hamas is not Palestinian… it is not Islam. They are brain-washed people… only brain-washed people can do these types of things to children, infants” and underlined the Israel government’s intention to “wipe Hamas off the face of the Earth”.

“We will do whatever it takes… they should be eliminated. They should not be part of humanity.”

“They are a fundamental organisation… a terror organisation. This is a war between the free world and fundamentalists… the free world is fighting for its principle and values,” Mr Malka declared.

The fighting words come as the Gaza Strip – a 365 square km patch of land home to over 2.3 million people – teeters on the edge of a humanitarian catastrophe.

Israel’s “complete siege” means the Palestinian territory has run out of fuel, food and drinking water.

Gaza also mains power late last night, triggering a medical disaster as hospitals treating tens of thousands – those injured and suffering from diseases – without power.

Earlier Israel Prime Minister Benjamin Netanyahu likened Hamas to the Islamic State, and said, “Every Hamas member is dead man… we will crush and destroy them as Daesh was destroyed.”

Over 4,000 people have died on both sides since attacks began – with a deadly barrage of rockets that overwhelmed Israel’s famed Iron Dome aerial defence system and killed hundreds in hours.

The dead include civilians – men, women and children – on both sides, and that figure will certainly increase dramatically before the dust settles, particularly since Tel Aviv is prepping for a ground invasion of Gaza and may open a second front after rocket attacks from Lebanon-based Hezbollah.
