Bangladesh Prime Minister Sheikh Hasina arrived here on Tuesday on a four-day visit for talks with China’s top leadership, including President Xi Jinping and Premier Li Qiang to further cement the bilateral strategic ties.

In her separate meetings with Xi and Li on Wednesday, the entire gamut of the bilateral relations alongside the regional and international matters will come for discussion, the official BSS news agency reported.

This visit of the Bangladesh premier to China is taking place within 15 days after her last visit to India from June 21 to 22, the Bangladeshi news agency reported.

Hasina had her last discussions with President Xi in a recent meeting on the sidelines of the 15th BRICS Summit in Johannesburg, South Africa.

Hasina will also hold a delegation-level bilateral meeting with her Chinese counterpart Li Qiang at the Great Hall of the People. Following the meeting, Bangladesh and China are likely to sign and renew 20 to 22 Memorandums of Understanding (MoUs), the report said.

“The MoUs on cooperation in the economic and banking sector, trade and investment, digital economy, infrastructure development, assistance in disaster management, construction of 6th and 9th Bangladesh-China friendship bridges, export of agricultural products from Bangladesh and people to people connectivity are likely to be signed,” Foreign Minister Dr Hasan Mahmud said on Sunday at a curtain raiser press conference at the Foreign Ministry in Bangladesh.

During the visit, Dr Hasan said the inauguration of several projects of the two countries will also be announced.

The issues like Rohingya, and cooperation on business, trade, commerce and development will dominate the discussions.

This is Hasina’s fourth visit to China and the trip is expected to elevate the relations between Bangladesh and China to “comprehensive strategic cooperative partnership” from “strategic partnership”, the report said.

The two countries would celebrate the golden jubilee of their diplomatic relations next year.

Meanwhile, China’s top political advisor Wang Huning met with Prime Minister Hasina on Tuesday in Beijing.

Wang, chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), said that under the strategic guidance of the two countries’ leaders, China and Bangladesh have respected and treated each other with equality, setting a good example of friendly coexistence and mutually beneficial cooperation between countries.

China is ready to deepen practical cooperation with Bangladesh in various fields, and push the strategic cooperative partnership between the two countries to a new height, to better benefit the two peoples, Wang was quoted as saying by the official Xinhua news agency.

Australia voiced concern on June 18 about the “ham-fisted” actions of two Chinese diplomats at a media event, tarnishing a highly touted visit in which Premier Li Qiang has sought to celebrate trade and friendship.

China’s second-most powerful man has posed in front of giant pandas, warmly toasted Australian wine, and highlighted the need to peacefully work through “differences” during his rare trip to Australia.

But the carefully choreographed tour briefly unravelled during a signing ceremony inside Australia’s parliament on Monday, when two Chinese diplomats appeared to shadow high-profile Australian journalist Cheng Lei.

Ms. Cheng returned to Australia in October last year after three years detained in China on opaque spying charges and has spoken unflinchingly of her bleak prison conditions.

Prime Minister Anthony Albanese criticised the “ham-fisted” behaviour, saying Australia had “followed up with the Chinese embassy to express our concern”.

“When you look at the footage, it was a pretty clumsy attempt, frankly, by a couple of people to stand in between where the cameras were and where Cheng Lei was sitting,” he told national broadcaster ABC.

“And Australian officials intervened, as they should have, to ask the Chinese officials who were there at the press conference to move.”

Footage showed two Chinese diplomats hovering next to a seated Ms. Cheng, repeatedly ignoring requests to move from animated Australian officials.

Ms. Cheng said they “went to great lengths to block me from the cameras”.

“And I’m guessing that’s to prevent me from saying something or doing something that they think would be a bad look,” she told Sky News Australia.

“But that itself is a bad look.”

Mr. Albanese had told Mr. Li in closed-door talks just hours earlier that “foreign interference wasn’t acceptable in Australia’s political system”.

Lingering ‘differences’

The highest-ranking Chinese official to visit Australia since 2017, Mr. Li’s visit shows the growing rapprochement between Beijing and Canberra after a years-long trade dispute.

“Of course, we all know that in the past few years, our bilateral relations also encountered some difficulties and twists and turns,” Mr. Li said before departing Australia on Tuesday afternoon.

“But thanks to the joint efforts of both sides, the bilateral relations have been put back on the right track.”

Asked about the Cheng Lei incident and Mr. Albanese’s remarks on Tuesday, Beijing’s foreign ministry spokesman said he was “not aware of the specific situation you mentioned”.

“But I can tell you that as far as I know, the ninth China-Australia Annual Prime Ministers’ Meeting and other activities have been held smoothly and achieved positive results,” Lin Jian told a regular news briefing.

Premier Li ended his visit with a tour of a Chinese-controlled lithium refiner in Western Australia, a sign of his country’s vast appetite for Australia’s critical minerals.

Australia extracts 52% of the world’s lithium, the vast majority of it exported as ore to China for refining and use in batteries.

It is a crucial ingredient in China’s world-dominant electric vehicle industry.

China’s involvement in the country’s critical mineral industry is sensitive because of its dominance of global supply chains.

Despite the goodwill on show, both sides have acknowledged lingering “differences” — a nod to diplomatic jostling in the Pacific.

“We won’t always agree, and the points in which we disagree won’t simply disappear if we leave them in silence,” Mr. Albanese said.

Australia accused China last month of “unsafe and unprofessional” conduct after one of its warplanes allegedly fired flares in the path of a naval helicopter over the Yellow Sea.

It also said late last year a Chinese destroyer blasted Australian navy divers with dangerous sonar pulses.

Prime Minister Anthony Albanese said on November 1 he will raise the plight of a detained democracy blogger with Chinese leaders during a state visit to China.

Mr. Albanese said he had approved a draft letter to the sons of Yang Hengjun, who has been detained in China since 2019.

“We’re very sympathetic and understand the concerns that they would have for their father and for this Australian who has been detained now for a long period of time,” Mr. Albanese told reporters.

The sons have made public a letter to Mr. Albanese, dated October 28, that said there was a “narrow window of opportunity” before Mr. Albanese left for China to secure their father’s freedom.

“We ask that you make it clear that it is not possible to stabilise the bilateral relationship with a government that is holding an Australian citizen just a few kilometres south of where you will be hosted,” the brothers added, referring to Beijing.

They said they had just last week received the first letter Yang had been allowed to send from detention. Yang wrote: “I’m sick, I’m weak, I’m dying.” Yang, who once worked for China’s Ministry of State Security, is still awaiting a verdict from his closed-door trial on espionage charges in May 2021.

His sons are 24 and 31 years old. Family friend Feng Chongyi said the sons had not been publicly identified because they feared Chinese retaliation for their father’s activities. Feng said Mr. Albanese becoming the first Australian Prime Minister in seven years to visit China created an opportunity for Yang.

“It’s not the last chance, but it’s the best chance,” Feng said. “The visit symbolises the complete normalisation of relations between the two countries.” Mr. Albanese’s visit that begins on Saturday is a sign that bilateral relations have improved since his centre-left government was elected last year following nine years of conservative rule.

Mr. Albanese will meet with President Xi Jinping and Premier Li Qiang in Beijing and attend the China International Import Expo in Shanghai during the three-day visit.

Mr. Albanese raised the plights of Yang and another detained Australian, journalist Cheng Lei, in his first meeting with Xi on the sidelines of a Group of 20 summit in Indonesia a year ago. Cheng was deported last month in what many saw as Beijing clearing the way for Mr. Albanese’s visit.

Yang’s sons wrote that said they had been “inspired by the wonderful news” of Cheng’s release. They hoped Australian authorities could “achieve a second miracle by saving our father”. Asked about Cheng’s case, Mr. Albanese told reporters: “Every case is … different.”

China’s Ministry of Foreign Affairs, on Monday, announced that Chinese Premier Li Qiang will attend the 18th G20 Summit in New Delhi, instead of President Xi Jinping. The ministry released an official statement on its website.

The United States wants to work with China to solve problems such as climate change and artificial intelligence, US Commerce Secretary Gina Raimondo told China’s Premier Li Qiang at a meeting in Beijing on Tuesday.

Gina Raimondo is the latest US President Joe Biden’s administration official to visit China in a bid to strengthen communications, particularly on economy and defense, amid concerns that friction between the two superpowers could spiral out of control.

“There are other areas of global concern, such as climate change, artificial intelligence, the fentanyl crisis, where we want to work with you as two global powers to do what’s right for all of humanity,” Gina Raimondo said at the Great Hall of the People meeting.

Li Qiang said sound economic relations and trade cooperation would be beneficial not only to their countries but also to the whole world.

The United States and China used to be each other’s largest trading partners but Washington now trades more with neighbors Canada and Mexico, while Beijing deals more with Southeast Asia.

Earlier on Tuesday, Gina Raimondo told China’s economy chief He Lifeng that the US does not seek to disengage from its rival.

“While we will never compromise in protecting our national security, I want to be clear that we will never seek to decouple or hold China’s economy back,” she said.

He Lifeng expressed Chinese concerns on topics including “Section 301” US tariffs, export controls and two-way investment restrictions, the Chinese government said.

Former US President Donald Trump imposed tariffs in 2018 and 2019 on thousands of imports from China valued at some $370 billion at the time after an investigation found that China was misappropriating US intellectual property and coercing US companies to transfer sensitive technology to do business.

Prior to her meeting with Lifeng He, Gina Raimondo and Tourism Minister Hu Hepin agreed to hold the 14th China-US Tourism Leadership Summit in China in the first half of next year, a sign that improving people-to-people ties is important to putting a floor under the bilateral relationship.

The step aimed to revive and develop tourism co-operation between the two nations, the Commerce Department said. The last such summit was held in 2019 in Seattle.

Raimondo has made boosting travel and tourism a big part of her trip. China and the United States agreed this month to double the number of flights permitted between them, which are still only a fraction of the number before the pandemic.

If China returned to 2019 US tourism levels, that would add $30 billion to the US economy and 50,000 US jobs, Gina Raimondo said.

Gina Raimondo plans a visit on Wednesday to Shanghai Disneyland, a joint venture of Walt Disney and Chinese state-owned Shendi Group.

US firms have reported growing challenges with operating in China, which has sharply criticized US efforts to block its access to advanced semiconductors.

The first meeting of an initiative to exchange information on export control enforcement was held on Tuesday at the commerce ministry in Beijing, led by Matthew Axelrod, US assistant secretary for export enforcement.

Such an exchange offered a platform to reduce misunderstandings of US national security policies, Raimondo said on Monday but she added that Washington would not compromise or negotiate on such matters.

Raimondo said on Monday she had raised concerns about curbs on chipmakers Intel and Micron in more than four hours of talks on economic and trade issues with Commerce Minister Wang Wentao on a range of US business issues.

China said the talks were a “rational, candid and constructive communication”.
