In what is likely to bring relief to aspiring pilots and other aviation personnel, the Ministry of Civil Aviation has proposed to bring the exam conducted on the use of radio communication equipment in an aircraft under the ambit of the Directorate General of Civil Aviation (DGCA) under the new Bharatiya Vayuyan Vidheyak Bill, 2024 tabled in the Lok Sabha on Wednesday.

The Bill will replace the Aircraft Act of 1934.

The Bill was tabled by the Minister for Civil Aviation Rammohan Naidu amidst a protest from Kerala MP N.K. Premachandran, who questioned why the name of the statute was in Hindi alone. The Constitution mandated that Bills brought to Parliament should be in English, Mr. Premachandran said. “For people from South India, it is very difficult to even pronounce bharatiya vayuyan vidheyak. What is the logical reason behind this? I am questioning the legislative competence of the Bill,” the MP said.

The Statement of Objects and Reasons stats that the Bill was being introduced because the 90-year-old Aircraft Act, 1934 has been amended several times and “a need is felt to address the ambiguities and confusion experienced by the stakeholders, to remove redundancies, to enable ease of doing business and to provide for manufacture and maintenance in the aviation sector”.

The proposed legislation will bring the Radio Telephone Operator Restricted (RTR) Certificate and Licence testing process from the Department of Telecom (DoT) to the DGCA, and ease the process for pilots as they can secure all their certificates from one authority, a senior official of the Ministry of Civil Aviation said. The exam is also conducted for aircraft maintenance engineers and flight despatchers.

It’s an open secret in the aviation industry that the RTR exam is the toughest to crack due to allegedly widespread corruption. Many pilots recount paying up to ₹2.5 lakh as bribes to appear for the exam, with touts indicating a dress code for the day of the exam so that candidates could be ‘identified’ at the exam centre. Others narrate how they preferred getting the same licence, which is also recognised in India, from a Commonwealth country, including Australia or Canada, because the probability of clearing the test in due course in India was so remote.

Aspiring pilots said that if the proposal came through, they would be able to appear for the RTR exam in any of the DGCA’s 14 exam centres instead of only five centres in Delhi, Kolkata, Chennai, Mumbai, and Hyderabad, where the DoT was conducting it.

BJD MP Sujeet Kumar highlights that the States of Andhra Pradesh and Bihar received what he calls a “budget bonanza.” 

He offers examples: Rs. 26,000 crore have been granted to Bihar for road projects, while Rs. 15,000 crore this fiscal and the next have been granted to Andhra Pradesh for development of the capital city of Amravati. He also points out that the government has promised support for loans from multilateral agencies for Bihar and AP.

The Finance Minister also announced a backward region grant for three districts of Odisha, he says, but adds that other regions of Odisha are equally backward as these districts. 

We don’t grudge this budget bonanza for Bihar and AP, we are happy they have gotten budgetary support, he says. “But why step motherly treatment for the other States?” he questions. 

He also questions the lack of an adequate focus on R&D, education, food and nutrition in the Union Budget, among other issues. He also says that we should spend at least 3% of our Budget on defense.

Parliament session LIVE 2024: BJP has accused Mr Gandhi of labelling the Hindu community as violent.

New Delhi:
After Rahul Gandhi’s fiery speech in Parliament yesterday, in which he launched a scathing attack on BJP – large portions of which have been expunged from official records – the stage is set for Prime Minister Narendra Modi’s anticipated response

Here are 10 points on this big story:

  1. Mr Gandhi’s fierce criticism in the House drew reactions from the treasury benches, including multiple interjections by Prime Minister Modi, Home Minister Amit Shah and Defence Minister Rajnath Singh.

  2. The heated debate took place during the discussion on the Motion of Thanks on the President’s address to a joint session of Parliament. Mr Gandhi’s speech was not devoid of controversy, leading to portions being expunged from the official records. 

  3. The BJP accused Mr Gandhi of labelling the entire Hindu community as violent, prompting calls for an apology from both Prime Minister Modi and Home Minister Shah.  “This issue is very serious. Calling the entire Hindu community violent is a serious issue,” PM Modi said.

  4. Home Minister Shah demanded an apology from Mr Gandhi, accusing him of offending millions of Hindus and dismissing his right to speak on non-violence given the Congress’s historical actions during the Emergency and the 1984 anti-Sikh riots.

  5. The Congress leader accused the BJP of attacking the Constitution and misusing central agencies against him. 

  6. Mr Gandhi’s speech also targeted several government policies, including the NEET-UG medical entrance exam, which he claimed disproportionately benefits wealthy students over meritorious ones. He criticised the Agniveer scheme, calling for greater respect and benefits for military personnel.

  7. Despite his sharp criticisms, Mr Gandhi concluded his speech with a call for unity and constructive dialogue. He urged the BJP to view the opposition not as adversaries but as partners in the nation-building process.

  8. The day’s debates extended into the Rajya Sabha, where Leader of Opposition and Congress president Mallikarjun Kharge’s comments about PM Modi’s “divisive” campaign speeches also faced repeated objections from BJP members.

  9. Both parties conducted press conferences to present their narratives. BJP leaders, including Union Ministers Ashwini Vaishnaw and Kiren Rijiju along with BJP leader Sudhanshu Trivedi, denounced Mr Gandhi’s remarks. Congress leaders held their own conference to criticise the ruling party further and defend Mr Gandhi’s statements.

  10. Prime Minister Modi’s upcoming address is expected to tackle the accusations head-on. PM Modi’s address will mark his first speech to the National Democratic Alliance’s (NDA) parliamentary party during this session, following his assumption of office for a third consecutive term.
