Om Birla urged the members to uphold the highest standards of democracy (File)

New Delhi:

Lok Sabha Speaker Om Birla on Saturday urged parliamentarians to conduct themselves with dignity and decorum as he stressed the need to foster an environment of dialogue and cooperation while participating in the proceedings of the House.

Addressing the valedictory function of an orientation programme for newly-elected members, Mr Birla also urged them to be abreast of the rules and the procedure of the House and participate in debates with complete information about issues.

“The established traditions and practices within the House are intended to foster meaningful and productive discussions and the new members should further strengthen that spirit,” the Lok Sabha Speaker said.

The Speaker’s advice came against the backdrop of a tumultuous Monsoon Session of Parliament where he had to remind members cutting across party lines, including Leader of Opposition Rahul Gandhi, to read the rules and procedures at least once before coming to the House.

Highlighting India’s position as the world’s largest democracy, Mr Birla urged the members to uphold the highest standards of democracy.

“Actions of the members are observed not just within India but globally and, therefore, they should conduct themselves with dignity, decency and decorum,” he said.

Stressing the importance of dialogue and discussion in democracy, Mr Birla noted that for a healthy and strong democracy, there was a need to foster an environment of dialogue and cooperation.

The Speaker also asked members to refer to digital and print resources available in the parliament library on a continuous basis.

New Delhi:

Addressing an orientation programme for newly elected Members of Parliament (MPs), Lok Sabha speaker Om Birla on Monday said that it is our responsibility to increase the prestige of our country’s democracy in front of the world.

Emphasizing the global prestige of India’s democratic institutions, Mr Birla urged MPs to be mindful of their conduct within the House.

“It is our responsibility to increase the prestige of our country’s democracy in front of the world. Whatever the incident is there are certain things that you (MPs) need to be careful about. You shouldn’t sit and pass comments when you walk into the House, uphold the decorum of Parliament,” he said while making an address to the elected MPs.

“Stand up when your name is called…speaker never differentiates according to party and ideology, for a speaker, all are same and all ideologies are the same,” he said.

In a post on X, Lok Sabha speaker Om Birla said that the awareness programme for MPs was organized to make the MPs understand the various aspects of parliamentary work.

“They will learn about the rules and procedures of Parliament, motions, resolutions, work of committees etc. Along with this, they will gain knowledge of the procedural measures to present their views in the House,” Om Birla said in a post on X.

Meanwhile, the Second Session of the 18th Lok Sabha, which commenced on July 22, 2024, concluded on Friday.

Delivering a valedictory address on the conclusion of the second Session of the 18th Lok Sabha, Lok Sabha Speaker Om Birla informed that 15 sittings were held during the Session which lasted for around 115 hours.

Mr Birla informed that 86 starred questions were answered orally during the Session. A total of 400 matters of urgent public importance were raised by the Members during the Zero Hour and a total of 358 matters were taken up under Rule 377.

Mr Birla further informed that 12 Government Bills were introduced and four Bills were passed, during the session.

The Speaker asked an MP to not narrate stories and ask to-the-point questions.

New Delhi:

Invoking the Mahabharat in the Lok Sabha is in vogue, Speaker Om Birla said on Friday while asking an MP not to narrate stories but ask to-the-point questions.

While addressing a question to the Union Ayush minister, BJP member from Odisha’s Bargarh Pradip Purohit referred to an ayurvedic college and traced back the history of the herbs found in the area to ancient times. “Do not tell stories, ask the question (“aap Mahabharat mat sunao, aap prashna poocho“),” Mr Birla told the member during the Question Hour.

The speaker then said invoking the Mahabharat is in vogue these days. “Aaj kal, Mahabharat sunane ka kissa zyada chala hai yahan par,” Birla said.

Using the ‘chakravyuh’ metaphor, Leader of Opposition in the Lok Sabha Rahul Gandhi had earlier this week claimed that an atmosphere of fear prevails all around with a group of six trapping the entire country in a ‘chakravyuh’.

In a speech that invoked the Mahabharat, the former Congress chief alleged that the sole aim of the Union Budget was to strengthen the framework of big businesses, political monopoly that destroys the democratic structure, and the deep state or the agencies.

BJP’s Anurag Thakur had hit back at Mr Gandhi, saying the Congress had laid several ‘chakravyuh’ for the country – the first being Partition of the nation, the second gift to Chinese, the third being imposition of Emergency, fourth being the Bofors scam and anti-Sikh riots, the fifth being spinning a narrative against the eternal religion (sanatan) and the sixth being hurting the politics of the country, its culture and traditions.

Mr Thakur had said Prime Minister Narendra Modi took the country out of the ‘chakravyuh’ of the Congress.

Mr Gandhi’s reference was to the Mahabharat legend according to which Abhimanyu was killed in a ‘chakravyuh’.

‘Chakravyuh’ refers to a multi-layered military formation aimed at trapping a warrior by opponents placed strategically in an alignment resembling a lotus-shaped labyrinth.

The Delhi High Court on Tuesday directed X Corp and Google Inc to remove prima facie defamatory social media posts against Indian Railway Personnel Service (IRPS) officer and Lok Sabha Speaker Om Birla’s daughter Anjali Birla.

Justice Navin Chawla also restrained unknown parties from directly or indirectly posting, circulating, communicating, tweeting, or retweeting the alleged defamatory content mentioned by Anjali Birla in her defamation suit.

The high court said the social media posts shall be removed by the intermediaries within 24 hours, and in case the complainant comes to know of any other similar posts, she shall inform X and Google about it.

The high court also issued notice to X, Google, Union Ministry of Electronics and Information Technology, and unknown parties on the suit and asked them to respond within four weeks.

The officer has sought directions to take down social media posts which have alleged that she cleared the Union Public Service Commission (UPSC) exam in her very first attempt because of her father’s influence.

Her counsel submitted that she had appeared for the UPSC, Central Services Exam (CSE) and she was selected in the consolidated reserve list of 2019. She joined Indian Railways as an IRPS officer.

Maharashtra’s cyber police have registered a case after popular YouTuber Dhruv Rathee’s spoof account on X posted an alleged fake message about Lok Sabha Speaker Om Birla’s daughter, a senior official said on Saturday.

According to the state cyber department, the account with the handle @dhruvrahtee had claimed on X that Birla’s daughter had cleared the Union Public Service Commission (UPSC) exam without appearing for it.

The X bio of the account reads, “This is the fan and parody account and not affiliated with the original account of @dhruv_rathee. Not impersonating anyone. This account is Parody.”

Acting on a complaint by a relative of Birla, police booked the YouTuber under Bharatiya Nyaya Sanhita (BNS) sections for defamation, intentional insult with intent to provoke breach of peace, and statement leading to mischief, as well as the IT Act, the official said.

When pointed out that the alleged fake message was posted by a parody account and not the one belonging to Mr Rathee, the official said, “We are investigating the matter.”

The parody account on Saturday posted another tweet saying, “As directed by @MahaCyber1, I have deleted all my posts and comments on Anjali Birla, I will like to apologize as I was unaware about the facts and copied someone else’ tweets and shared it.”

Lok Sabha Speaker Om Birla will be leading an Indian Parliamentary Delegation (IPD) to the two-day 10th BRICS Parliamentary Forum meeting which begins in Russia’s St Petersburg on Thursday.

The forum is being held with the theme of ‘Role of Parliaments in Strengthening Multilateralism for Just Global Development and Security’.

The Indian delegation also includes Rajya Sabha Deputy Chairman Harivansh, Rajya Sabha MP Shambhu Sharan Patel, Lok Sabha Secretary General Utpal Kumar Singh and Rajya Sabha Secretary General PC Modi, among other officials.

“Leading an IPD to the 10th BRICS Parliamentary Forum in St. Petersburg, Russia. Looking forward to strengthening inter-parliamentary cooperation with BRICS and the invitee countries. Eager to meet and connect with the vibrant Indian Diaspora during this visit,” Om Birla posted on X.

The Lok Sabha Speaker is scheduled to hold bilateral meetings with Parliament Speakers of other countries at the sidelines of the event. He will also present India’s stance on relevant issues and meet Indian expatriates in Moscow.

Om Birla will present his views on two sub-topics during the plenary session- ‘BRICS Parliamentary Dimension- Possibilities of Strengthening Inter-Parliamentary Cooperation’ and ‘Role of Parliaments in Overcoming Threats Related to Fragmentation of the Multilateral Trading System and the Consequences of Global Crises’.

Rajya Sabha Deputy Chairman Harivansh will also address the forum on two sub-topics during the plenary session – ‘Role of Parliaments in Increasing the Efficiency of the System of International Relations and Ensuring Its Democratisation’ and ‘Inter-Parliamentary Cooperation in Humanitarian and Cultural Fields’.

A joint statement will be passed at the conclusion of the summit.

Apart from the BRICS countries, which include four new members (Egypt, Ethiopia, Iran and the United Arab Emirates) since January, Speakers and Parliament Members from the other invited countries, including Azerbaijan, Armenia, Belarus, Kyrgyz Republic, Tajikistan, Uzbekistan and Turkmenistan with the Chairperson of the Inter-Parliamentary Union, Tulia Aksen will participate in the meetings of the BRICS Parliamentary Forum.

Congress MP Rahul Gandhi is the new Leader of the Opposition in the Lok Sabha (File).

Congress MP Rahul Gandhi – whose scorching speech in Parliament Monday, which triggered a furious pushback from the BJP and interventions, twice, from Prime Minister Narendra Modi – wrote to Lok Sabha Speaker Om Birla this morning to question the expunging of parts of that address.

Mr Gandhi acknowledged the Speaker’s authority to “expunge certain remarks” but argued this power ought only to be exercised to strike out “those kinds of words… the nature of which have been specified in Rule 380 of the Rules of Procedure and Conduct of Business in the Lok Sabha”.

“I am, however, shocked to note the manner in which considerable portions of my speech have been simply taken off from the proceedings under the garb of expunction. I am enclosing relevant portions of uncorrected Debates of Lok Sabha dated July 2… constrained to state the portions expunged do not come under the ambit of Rule 380,” the Congress leader told Mr Birla.

“What I sought to convey in the House is ground reality… the factual position… every member of the House who personifies the collective voice of the people whom he or she represents has freedom of speech…. it is every member’s right to raise people’s concerns on the floor of the House.”

“It is that right… I was exercising yesterday. Taking off from records my considered remarks goes against the very tenets of parliamentary democracy,” Mr Gandhi wrote.

The Congress leader also flagged a speech by Union Minister Anurag Thakur, which he said was “full of allegations” had only seen one word removed. “… This selective expunction defies logic,” he said.

“Lie And If You Get Fact-Checked…”

BJP leader Shehzad Poonawalla has responded to Rahul Gandhi’s letter, accusing the Congress MP of playing the “victim card” and claiming “crores of Hindus are violent”.

“There is a new trend in Rahul Gandhi’s world. Lie, and if you get fact-checked, play victim card. The Congress is writing letters and saying out loud ‘Hindus are violent’. They are standing with this statement. They are saying crores of Hindus are ‘violent. This is that section which cannot speak ‘Islamist terror’… but they speak (of) ‘Hindu terror’… ” Mr Poonawalla raged.

Rahul Gandhi’s Parliament Speech

Sections of Mr Gandhi’s first speech as the Leader of the Opposition were struck down this morning, including comments about Mr Modi and the BJP, and the latter’s ideological mentor, the RSS.

Comments about alleged irregularities in the NEET medical entrance tests and the Agnipath military recruitment scheme (he was fact-checked by Defence Minister Rajnath Singh) were also removed.

Among other points raised, Mr Gandhi had demanded an immediate debate on the NEET row.

Mr Gandhi’s no-holds-barred jabs provoked Mr Modi – who does not usually intervene when an opposition leader is speaking in Parliament – to stand up twice.

BJP Hits Back At Rahul Gandhi

The BJP’s immediate fightback also included Home Minister Amit Shah demanding an apology, while his cabinet colleagues Kiren Rijiju and Ashwini Vaishnaw led a considered rebuttal in the evening.

Mr Vaishnaw and Mr Rijiju, and Rajya Sabha MP Sudhanshu Trivedi, accused Mr Gandhi of belittling his post and of making an “extremely irresponsible speech” that inflicted a “grave insult” on Hindus.

Mr Modi is due to respond to Rahul Gandhi’s speech; he will speak in the Lok Sabha this evening and is expected to address the Rajya Sabha on Wednesday.

Parliament session LIVE 2024: BJP has accused Mr Gandhi of labelling the Hindu community as violent.

New Delhi:
After Rahul Gandhi’s fiery speech in Parliament yesterday, in which he launched a scathing attack on BJP – large portions of which have been expunged from official records – the stage is set for Prime Minister Narendra Modi’s anticipated response

Here are 10 points on this big story:

  1. Mr Gandhi’s fierce criticism in the House drew reactions from the treasury benches, including multiple interjections by Prime Minister Modi, Home Minister Amit Shah and Defence Minister Rajnath Singh.

  2. The heated debate took place during the discussion on the Motion of Thanks on the President’s address to a joint session of Parliament. Mr Gandhi’s speech was not devoid of controversy, leading to portions being expunged from the official records. 

  3. The BJP accused Mr Gandhi of labelling the entire Hindu community as violent, prompting calls for an apology from both Prime Minister Modi and Home Minister Shah.  “This issue is very serious. Calling the entire Hindu community violent is a serious issue,” PM Modi said.

  4. Home Minister Shah demanded an apology from Mr Gandhi, accusing him of offending millions of Hindus and dismissing his right to speak on non-violence given the Congress’s historical actions during the Emergency and the 1984 anti-Sikh riots.

  5. The Congress leader accused the BJP of attacking the Constitution and misusing central agencies against him. 

  6. Mr Gandhi’s speech also targeted several government policies, including the NEET-UG medical entrance exam, which he claimed disproportionately benefits wealthy students over meritorious ones. He criticised the Agniveer scheme, calling for greater respect and benefits for military personnel.

  7. Despite his sharp criticisms, Mr Gandhi concluded his speech with a call for unity and constructive dialogue. He urged the BJP to view the opposition not as adversaries but as partners in the nation-building process.

Rahul Gandhi said the Speaker is the final word in the House and must now bow before anyone

New Delhi:

Congress leader Rahul Gandhi today questioned why Lok Sabha Speaker Om Birla bowed to Prime Minister Narendra Modi after his re-election on Wednesday. To this, Mr Birla replied that his values had taught him to respect elders and to meet equals as an equal.

Mr Gandhi, Leader of the Opposition in Lok Sabha, was speaking on the Motion of Thanks to the President’s address. Referring to the moments after Mr Birla was elected as Speaker for the second time, he said, “I shook hands with the Prime Minister and you and then we walked you to the Chair. You are the final arbiter of the Lok Sabha. What you say fundamentally defines Indian democracy. There are two people sitting in that Chair. There is the Speaker of Lok Sabha and there is Mr Om Birla.”

“When Modiji went and shook your hand and I went and shook your hand, I noticed something. When I shook your hand, you stood straight. When Modiji shook your hand, you bowed down,” he said, prompting loud cheers from the Opposition benches. The remark triggered angry reactions from the treasury benches. 

Responding to Mr Gandhi, Mr Birla replied, “Prime Minister is the leader of the House and my values tell me to bow and show respect to those elder to me in public life and personal life. And to meet equals as an equal. These are my values.”

To this, Mr Gandhi replied, “I respect what you said. But I want to tell you, no one is bigger than you in this House. We all must bow down before you. You must not bow down before anyone.”

Dramatic scenes played out in Lok Sabha today during Mr Gandhi’s address. At one point, Prime Minister Narendra Modi led the BJP in accusing the Leader of the Opposition of insulting Hindus.

The attack came after Mr Gandhi launched a fierce attack on the BJP and its ideological mentor, the RSS, claiming that neither truly represented all Hindus.

Responding to Mr Gandhi, the Prime Minister stood up and said, “Calling the entire Hindu society violent is a serious issue…” The Congress leader replied, “Modi ji, BJP, and RSS is not the entire Hindu community”.

The Lok Sabha congratulated the Indian cricket team on Monday for winning the T20 World Cup. Speaker Om Birla said the country’s youngsters and sportspersons would derive inspiration from the victory.

Mr Birla congratulated the team led by Rohit Sharma on the feat.

India lifted the T20 World Cup after a 17-year gap, beating South Africa by seven runs in the final on June 29.
