Just days after being sworn in for a record third time, Prime Minister Modi was in top gear at the recently concluded G7 summit. Modi, who was at the centre of the G7 family picture, made the best use of the opportunity for a ‘pull-aside’ with US President Joe Biden. The move was significant since the two leaders didn’t have a scheduled bilateral; and with a busy domestic calendar for Biden, it’s unlikely the two leaders may meet soon. For PM Modi, it presented an opportunity to address some irritants in an otherwise strong and stable bilateral relationship.

Over the years, India and the US have forged deep ties. For the US, India checks several key boxes- common democratic values, the only counter to an ever-aggressive China in Asia and an economy poised to grow the fastest in the world. For India, closer ties with America translate into deeper partnerships in technology and defence; besides a recognition of New Delhi’s position as the leader of the Global South.

Irritants like allegations related to any possibility of India’s involvement in an alleged attempt to commit an extrajudicial killing on American soil have caused minor friction between the two countries. India has officially denied any culpability in the matter. While a single such instance will not be the defining aspect of a strong and growing bilateral partnership, the pull-aside will smoothen any fraught nerves in the Biden administration in an election year.

It was not just Biden, with Canadian PM Justin Trudeau too, PM Modi did a quick on-the-spot reach out. Canada and India have witnessed a certain sliding of their ties. New Delhi has raised concerns related to the presence of anti-India elements that it feels have been harboured by the Canadian government. Trudeau’s allegation regarding India’s involvement in the killing of Sikh separatist Hardeep Singh NIjjar led to strong diplomatic backlash from India. Though the quick chat with Trudeau is unlikely to address the underlying issues between Ottawa and New Delhi, India’s message at the world’s biggest stage is that it is willing to resolve tensions. It’s now up to the Trudeau government to respond to the olive branch.

As PM Modi made the most of being the focal point of the picture, the decision by the host- Italian Prime Minister Giorgia Meloni was a carefully thought one. Meloni, who came to the G7 bolstered by a better-than-expected performance in the EU elections, projected a power image against other G7 European leaders, all of whom faced drubbing at the polls. Meloni, who is now looking to have a larger play at the European Commission and the policies it will now take, positioned herself as the only G7 leader championing the cause of the Global South. This explains her outreach to the tallest leader of the Global South- PM Modi. 

Meloni and Modi are not a geopolitical power couple, but the two Prime Ministers are now geopolitical heavyweights and the G7 summit reflected just that.

Canada has welcomed India’s decision to resume some visa services in the country from October 26, saying the move was a “good sign” after “an anxious time” for many Canadians, amid a diplomatic row over the killing of a Sikh separatist.

India’s High Commission in Canada said on October 25 that the country’s officials will resume processing some types of visa applications for Canadians applying from across the country as well as abroad.

The decision came a month after New Delhi suspended the services in Canada and for Canadian citizens worldwide as tensions flared between the two nations last month following Prime Minister Justin Trudeau’s allegations of the “potential” involvement of Indian agents in the killing of Khalistani extremist Hardeep Singh Nijjar on June 18 in British Columbia.

India had designated Nijjar as a terrorist in 2020. India has rejected Mr. Trudeau’s allegations as “absurd” and “motivated”.

On Wednesday afternoon, Immigration Minister Marc Miller called India’s move “a good sign” after “an anxious time” for his many Canadians.

“Our feeling is that a suspension should never have happened in the first place,” he was quoted as saying by CTV News.

He said the “really concerning diplomatic situation with India has created a lot of fear in a lot of communities.” Emergency Preparedness Minister Harjit Sajjan, who is also a Sikh, said the resumption of visa processing is good news, but wouldn’t speculate on what message New Delhi is trying to send.

“It’s good to see that they have resumed that. It would have been nice (if) they didn’t take it in the first place,” Mr. Sajjan told reporters.

He said it was important that Indians and Canadians can go back and forth when it comes to events such as weddings and funerals. He added that Ottawa is still seeking India’s help as police investigate the killing of Hardeep Singh Nijjar. India will resume services for entry visas, business visas, medical visas and conference visas.

Marilyne Guevremont, a spokesperson for Global Affairs Canada (GAC) – the department that manages the country’s diplomatic and consular relations, told CBC News that GAC is aware of the Indian government’s “decision to resume certain categories of visa processing for Canadians.” “Canada and India share important people-to-people ties and India’s resumption of visa services will make it easier for families and businesses to travel between our countries,” Ms. Guevremont.

In a statement, the Canada-India Business Council said it was “a promising development” for trade relations. “It is also a positive sign that both governments have expressed their support for bilateral business and investments amidst these unusual times,” wrote council head Victor Thomas. The development came days after Canada pulled out 41 of its diplomats from India.

Before Mr. Trudeau’s announcement dramatically heightened tensions between Canada and India, New Delhi had publicly denounced protests by Sikh separatist groups outside its diplomatic missions in Canada, as well as posters that appeared to offer cash rewards in exchange for the home addresses of Indian diplomats. India formally called on Canada to better uphold its duty to protect foreign diplomats.

India had also asked Canada to come down hard on terrorists and anti-India elements operating from its soil and suspended visa services for Canadians.

Amid a diplomatic row between India and Canada, an Indo-Canadian lawmaker from Prime Minister Justin Trudeau’s party has expressed dismay at the “glorification of terrorism” and hate crime targeting Hindus in this country in the name of “freedom of expression”.

The sharp reaction from Chandra Arya, who represents the riding of Nepean in the House of Commons of Canada, came as extremist elements backed by a leader of the Khalistan movement openly asked Hindu Canadians to go back to India.

“A few days back Khalistan movement leader in Canada and the president of Sikhs for Justice which organises the so-called referendum Gurpatwant Singh Pannun attacked Hindu Canadians asking us to leave Canada and go back to India,” Chandra Arya, a member of the Liberal Party of Canada, said.

“I have heard from many Hindu-Canadians who are fearful after this targeted attack. I urge Hindu-Canadians to stay calm but vigilant. Please report any incident of Hinduphobia to your local law enforcement agencies,” the Indo-Canadian MP posted on X.

“The Khalistan movement leader is trying to provoke Hindu Canadians to react and divide the Hindu and Sikh communities in Canada,” Mr. Arya said.

His remarks came after Canadian Prime Minister Trudeau’s allegations of “potential” involvement of Indian government agents in the killing of Khalistani separatist Hardeep Singh Nijjar in June in Surrey unleashed a diplomatic row between the two nations.

India has rejected the charges as “absurd” and “motivated” and kicked out a senior Canadian diplomat in a tit-for-tat move to Ottawa’s expulsion of an Indian official.

“Let me be clear. The vast majority of our Canadian Sikh brothers and sisters do not support the Khalistan movement. Most Sikh Canadians may not publicly condemn the Khalistan movement for several reasons, but they are deeply connected to the Hindu-Canadian community. Canadian Hindus and Sikhs are connected through family relationships and shared social and cultural ties,” Mr. Arya said.

“This direct attack on Hindu Canadians by the leader of the Canadian Khalistan movement is a further escalation of the recent attacks on Hindu temples and public celebration of the assassination of Hindu Prime Minister Indira Gandhi by terrorists,” he added.

“Canada has high moral values and we fully uphold the rule of law. I can’t understand how glorification of terrorism or a hate crime targeting a religious group is allowed in the name of freedom of speech and expression,” Mr. Arya said.

“There would be outrage in Canada if a white supremacist attacked any group of racialised Canadians asking them to get out of our country. But apparently, this Khalistani leader can get away with this hate crime,” he said.

“Hindu Canadians keep a low profile and are considered soft targets. The anti-Hindu elements cannot digest the success of Hindu Canadians,” Mr. Arya said.

“Two well-organised groups claiming to represent their faiths have been attacking Hindu-Canadian community leaders, Hindu organisations and even me. For more than ten months, I have been attacked for raising a flag with our Hindu religious sacred symbol Aum on our Parliament Hill,” Mr. Arya alleged.

“I again call upon Hindu Canadians to stay calm but vigilant. As Canadians, we can be proud of our Hindu faith and heritage and our impressive contribution to the socio-economic success of our country Canada,” he added.

Canadian Prime Minister Justin Trudeau did not respond to questions about India rejecting allegations made by him in Parliament about India’s involvement in the killing of a prominent Khalistani separatist leader.

Mr. Trudeau was in the United Nations Headquarters to attend the high-level 78th session of the UN General Assembly.

On September 20, he spoke at the Climate Ambition Summit, the UN Security Council meeting on Ukraine and at the Global Carbon Pricing event at an especially constructed SDG Pavilion on the UN premises.

On two different occasions and venues within the UN premises, PTI posed a question to Mr. Trudeau about India rejecting his allegations but he did not respond and walked away, surrounded by his security detail.

India has strongly rejected Mr. Trudeau’s statement made in the Canadian Parliament and said “allegations of Government of India’s involvement in any act of violence in Canada are absurd and motivated.” Mr. Trudeau has made allegations in the Canadian Parliament of the involvement of “agents of the Indian government” in the killing of Hardeep Singh Nijjar, 45, the chief of the banned Khalistan Tiger Force (KTF).

Nijjar was one of India’s most-wanted terrorists who carried a cash reward of ₹10 lakh on his head and was shot dead by two unidentified gunmen outside a gurdwara in Surrey in the western Canadian province of British Columbia on June 18.

Bilateral ties between India and Canada have been tense in recent months. Trade talks have been derailed and Canada just cancelled trade talks.

Amid the growing diplomatic row between the two countries, India on Wednesday advised all its citizens living in Canada and those contemplating travelling there to exercise “utmost caution” in view of growing anti-India activities and “politically-condoned” hate crimes in the North American country.

In a strongly-worded advisory, the Ministry of External Affairs (MEA) in New Delhi referred to “threats” targeting Indian diplomats and sections of the Indian community that oppose the “anti-India agenda”, and asked Indian nationals to avoid travelling to regions and potential venues in Canada which have seen such incidents.

Canada’s Immigration Minister Marc Miller sought to reassure Indian nationals on Wednesday that it is safe to travel to the country even as a leader of the Sikh separatist movement banned in India has announced plans for rallies in Canadian cities on Monday that seek the closing of New Delhi’s diplomatic missions here, The Globe and Mail newspaper reported.

Canadian Prime Minister Justin Trudeau and his delegation departed from the national capital on Tuesday afternoon (September 12) after the technical issue with his aircraft was resolved.

Mr. Trudeau, who arrived in Delhi on Friday, was scheduled to leave on Sunday but was stranded for two days due to a technical issue with the aircraft. A source in the know said the aircraft took off at around 1.10 p.m (IST). Union Minister Rajeev Chandrasekhar was at the airport to see off Mr. Trudeau.

“On behalf of PM @narendramodi Ji and my colleagues in govt, I was at the airport today to thank Mr. Justin Trudeau, Hon’ble Prime Minister of Canada @JustinTrudeau for his presence at the #G20Summit and wished him and his entourage a safe trip back home,” the Minister said in a post on platform X.

The Minister of State for Entrepreneurship, Skill Development, Electronics & Technology also shared a picture of him with Mr. Trudeau. In a statement on Tuesday, the Prime Minister’s office said the plane has been cleared to fly.

Mr. Trudeau and his delegation, who were to leave Delhi after the G20 summit on Sunday, were stranded here due to the technical issue with the aircraft.

“The technical issue with the plane has been resolved. The plane has been cleared to fly. The Canadian delegation is expected to depart this afternoon,” the statement said.

On Monday, the Prime Minister’s office said the Canadian Armed Forces continue their best efforts to get the delegation home.

“We will keep you updated regularly as the situation evolves. Their latest update shows an earliest possible departure of Tuesday late afternoon. The situation remains fluid,” it had said.
